PURPOSE OF JOB

The Revenue and Business Analytics Manager is responsible for developing and executing revenue strategies, grant funding initiatives, and business analytics that support the agency’s long-range financial plan and service delivery objectives. This position leads the identification, administration, and compliance of Federal, State, and other external funding sources; manages grant life cycles and reporting requirements; and ensures alignment between funding, budgets, capital and operating priorities, and service plans.

The role provides strategic financial and performance analysis of contracted services, fares, and other revenue streams; evaluates cost recovery and return on investment; and delivers actionable insights through dashboards and executive reporting. Serving as a key liaison with funding agencies and internal stakeholders, this position supports data‑driven decision‑making, strengthens financial sustainability, and promotes continuous improvement through transparent reporting, strong internal controls, and cross‑department collaboration.

ESSENTIAL

FUNCTIONS

Revenue Strategy and Grant Funding
  • Lead the identification, pursuit, and administration of Federal, State, and other grant funding opportunities to maximize external revenue for the agency’s pursuit of the long range financial plan.
  • Build strong relationships and collaborate with external agencies including Federal Transit Administration, North Central Texas Council of Governments, TxDOT and others to ensure consistency of external funding plans with agency grant funding requirements for timely award.
  • Manage the full grant lifecycle for programmatic and discretionary grants in partnership with other departments as necessary—from application and award through reimbursement, reporting, and closeout—ensuring compliance, transparency, and timely receipt of funds.
  • Coordinate with Finance, Planning, Operations, and Project Managers to align grant funding with capital and operating priorities, budgets, and the Transportation Improvement Program (TIP).
  • Serve as the agency liaison with funding agencies, grant consultants, and oversight entities related to grant compliance, reporting, and audits.
Financial Reporting and Compliance
  • Prepare and submit required financial, progress, and regulatory reports to funding agencies, including reimbursement requests and quarterly status reports for executive leadership and the Board.
  • Ensure compliance with applicable Federal and State regulations, including OMB guidance, DBE, Davis‑Bacon, Drug & Alcohol, Safety, and other mandated programs.
  • Maintain grant agreements, MOUs, records retention, system registrations, and agency profiles in grant management platforms (e.g., TRAMS, SAM.gov).
Business and Revenue Analytics
  • Lead administration and quality assurance of the “Contracted Services Billing Process” to ensure consistency between the service plan, service delivery, billing, revenue collection, and annual budgeting.
  • Analyze revenue performance from contracted services, passenger fares, and other operating revenue sources, evaluating trends, collection effectiveness, and profitability.
  • Assess agency cost of service overall and by mode, including cost per trip metrics, and partner with Operations and Planning to identify strategies to offset costs through fare and revenue optimization.
  • Support development of new and evolving contracted services with creation of funding models and collaboration with external funding agencies, client cities, Operations, Planning and internal staff.
  • Evaluate the financial performance of contracted services, including revenue capture, cost recovery, and return on investment.
Performance Measurement and Decision Support
  • Design, implement, and maintain a dashboard of business‑focused key performance indicators (KPIs) that measure financial performance, revenue recovery, cost efficiency, and peer benchmarking.
