Senior Payroll Tax Consultant will partner with the Payroll Tax team to assess the current state of payroll tax operations, identify process gaps, and develop optimized workflows that strengthen compliance, accuracy, and efficiency. This individual will serve as a high-level subject matter expert, conducting end-to-end analysis of payroll tax processes.

Call Notes
  • Partner with Director and determine gaps and risk for exposure
  • Needing to reassess work that’s going on to determine gaps and line out ongoing
  • Here’s where we are currently, here’s where we should be heading
  • Are processes truly documented? Gaps in them? Is current process capable?
  • Process is being managed, but want someone to get it right
  • Validate that services provided are correct and done correctly
  • Help guide the team
  • Team size is 3 (Sr Payroll Tax Manager, Lead Payroll Tax Specialist, Payroll Tax Analyst)
  • Heavily reliant on ADP so processing the payroll. No reconciliation of the taxes being done after they are completed.
  • They use Ryan Tax Services
  • Want proactive things in place to prevent taking care of mistakes after the fact
  • No validation on the front end
  • Contract duration depends on the discovery and how long it takes to get them where they should be (potential for additional headcount if it comes to that)
  • Onsite Wednesday and Thursday with the tax team to get up to speed ASAP
Payroll Tax Operations & Compliance
  • Conduct a comprehensive assessment of current payroll tax processes, withholding, reporting, reconciliation, and agency interactions.
  • Evaluate multi-state payroll tax compliance and identify gaps, pain points, and process inconsistencies.
  • Review tax notice handling, amendment processes, and year-end activities (W-2s, W-2c, etc.).
  • Assess current state of controls, documentation, and audit readiness.
Process Improvement & Workflow Development
  • Provide guidance and mentorship to the payroll tax teammates on tax matters.
  • Recommend process enhancements that strengthen compliance, accuracy, and efficiency across the payroll tax lifecycle.
  • Work with the Payroll Tax team to develop documentation, SOPs, process maps, and training materials for long‑term sustainability.
  • Identify opportunities to streamline work between Payroll, HR, Accounting/Finance, and ADP/vendor partners.
System & Configuration Review
  • Review payroll tax configuration and setup to ensure accurate tax configuration and reporting.
  • Recommend system adjustments to support improved processes.
Agency, Audit & Notice Management
  • Recommend improvements that reduce response time, increase accuracy, and minimize penalties or exposure.
  • Support the Payroll tax team in resolving escalated or complex tax matters.
Collaboration & Knowledge Transfer
  • Work closely with Payroll Tax teammates to mentor and upskill the team on improved tax practices.
  • Provide clear, actionable recommendations and present findings for leadership.
Qualifications
  • 10+ years of advanced payroll tax experience, including multi‑state and complex environments.
  • Demonstrated experience assessing payroll tax operations and designing improved workflows.
  • Strong expertise with ADP or similar enterprise payroll tax platforms.
  • Proven ability to diagnose problems, manage tax exposure, and develop process solutions.
  • Strong analytical, documentation, and communication skills.
  • Ability to operate independently in a consulting capacity.
Preferred
  • CPP or FPC certification.
  • Experience with multi‑entity or high‑volume organizations.
  • Prior consulting or project‑based payroll tax experience.
  • Strategic and analytical problem‑solving

  • Ability to simplify complex tax issues
  • Efficiency‑driven, with a focus on process sustainability
