Principal Officer Implementation

East Sussex County Council is seeking a Principal Officer to lead the delivery of real, on‑the‑ground infrastructure projects for new developments across the county.

• Leading the design and delivery of developer‑led highway schemes through S38, S171 and S278 agreements.
• Approving highway designs and overseeing construction to ensure quality, safety and minimal disruption.
• Managing complex projects, budgets and small‑to‑medium contracts from start to finish.
• Working closely with developers, contractors, planners, emergency services and local councils.
• Acting as a technical expert and mentor to colleagues, supporting team development.
• Contributing to policy development, governance, reporting and service improvement.

• Background in transport planning, civil engineering or a related discipline.
• Strong project and stakeholder management experience.
• Sound knowledge of highways processes, legislation and development‑led schemes.
• Ability to manage competing deadlines in a fast‑paced environment.
• Confident communicator with the ability to lead, advise and influence.
• Commitment to continuous professional development and inclusive working practices.
