Reporting to the Senior Manager, the Manager, Capital Cost Control will play a hands‑on leadership role, guiding a team of cost controllers and project accountants. You’ll be at the centre of major infrastructure delivery, driving excellence in budgeting, forecasting, and cost control across the full project lifecycle for the Specialized Delivery, Lakeshore, and USRC projects.

What will I be doing?
  • Monitors and report on costs against approved budgets, schedules, and contractual deliverables within and across large and mission critical projects. Monitors the statistical and trends analysis of contracts and payout of contracts. Analyze variances, identify risks, and recommend mitigation strategies to senior leadership and project stakeholders.
  • Lead and develop a high-performing team of Project Financial Control Officers and Cost Controllers, fostering a culture of accountability, financial discipline, and continuous learning.
  • Leads continuous cost reporting with accurate and timely information of budget, commitments, forecast, trends, variances, progress, performance, risk and opportunity, contingency, and cashflow. Conducts ongoing analysis of project risks during execution, working closely with Program Management Office Leads to optimize contingency strategies.
  • Develops, implements and maintains project cost control systems, operational procedures and reporting systems to control the flow of funds for capital projects in accordance with Metrolinx financial policies and procedures.
  • Provides advice to Project Control Directors and other stakeholders across the business in all matters related to cost control systems and procedures to achieve on‑time and on‑budget goals.
  • Builds collaborative relationships with senior organizational leadership and gains trust with stakeholders (e.g. customers, other business units) to foster good relations, gain support, develop resources, drive results, realize project outcomes, manage conflicts, and represent the needs of customers, stakeholders, operations, and maintenance.
  • Leads the development and presentation of materials to a variety of internal and external audiences to engage staff/stakeholders and promote further awareness and buy‑in of Metrolinx objectives and the Metrolinx five‑year strategy.

What

Skills and Qualifications Do I Need?
  • Completion of a degree in Business Administration, Construction Management, Engineering, Accounting or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated progressive experience leading cost management processes in large, complex multi-billion dollar, and multi-project construction and infrastructure environments. Exposure to different delivery models including Alliance, Progressive Design Build and Construction Management at Risk.
  • A recognized accounting designation (CPA/CA/CMA/CGA), Certification from Association for the Advancement of Cost Engineering (AACE), Project Management Professional (PMP) Certification or Certified…
