Description
Performs intermediate technical and administrative work supporting department staff and is responsible for commanding and coordinating the training of firefighters and rescue personnel, fire and rescue operations, workplace safety and wellness programs, and other fire and rescue programs and services, as assigned. Performs the role of a Fire/Rescue Captain on incidents as needed. This position is designated as essential during emergency or disaster situations.
Work is performed with limited supervision from the Deputy Fire Chief of Operations.
- Establishes and maintains a consistent, standard, and effective training program over all three operational shifts; develops monthly training objectives in each departmental discipline.
- Develops, coordinates, and conducts daily skills and drills with on-duty crews.
- Coordinates the development and delivery of initial and annual hazmat, facilities, company, officer, and driver training.
- Develops and delivers the new firefighter recruit academy when applicable.
- Manages the Reporting Management System to ensure the department's annual training program maximizes training credits for ISO; ensures the training program is in compliance with the CFAI for future accreditation efforts.
- Manages the department’s promotional and special operations preparation program.
- Administers the training budget, with support from the Deputy Fire Chief of Operations; coordinates outside training and educational opportunities for department staff.
- Serves as the departments Delivery Agency Coordinator through OSFM.
- Coordinates EMT continuing education and recertification for all operations personnel.
- Serves as the department’s Health & Safety Officer (HSO) and chairs the Fire Department Safety Committee in compliance with NFPA 1500; serves as the department’s infectious control officer
- Coordinates the review and update of occupational safety and health policies and procedures.
- Coordinates the department's PPE program, including issuance and periodic inspections.
- Responds to emergency incidents and serves as the Incident Safety Officer.
- Coordinates the Department’s program for first responder mental health/emotional well-being with the Police Department and Human Resources.
- Collaborates with Human Resources for new hire fire orientation and medical clearance compliance for existing employees.
- Coordinates with Human Resources to conduct injury/post accident investigations and tracks trends within the department.
- Coordinates the department’s physical fitness and fit for duty program which includes proctoring the JPAT and supporting on-duty fitness trainers; coordinates the department’s firefighter cancer prevention program.
- Represents the department at various community meetings.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of training and safety.
- Prepares and maintains a variety of records and manuals; researches and prepares reports for presentations; performs special projects to assist the department with meeting goals and objectives.
- Performs work during emergency or disaster situations upon request and as assigned by the Deputy Fire Chief or Fire Chief.
- Promotes and demonstrates organizational culture, core values, and leadership philosophies consistent with, or complementary to, Town administration.
- Performs all other duties and responsibilities as assigned.
- Responds to emergency incidents as required by departmental policy; establishes and assumes command of an incident until relieved by a higher-ranking officer.
- Supervises activities at emergency scenes, assessing situations and determining tactical objectives. Evaluates performance on the scene and makes suggestions for future activities; conducts post-incident critiques. Directs single and/or multiple emergency companies. responding to fire, medical, hazardous material, rescue, and all types of emergency incidents.
