Our client is currently recruiting for an Principal Asset Surveyor on an initial 3 month contract in the Leicestershire area. This is a hybrid role where you will be expected to travel to Leicester for meeting, with the rest from home.
The ideal candidate will bring experience of working as a Surveyor within the public sector. You will have experience managing case work, surveying commercial properties and be confident completing rent reviews, Lease renewals, Asset Valuations and liaising with landlords and tenants.
Our client holds a property portfolio valued at 519m and proactive asset management is a key contributor to this outcome. The proactive management of assets aligns with the needs of the commercial portfolio to optimise performance, achieve strategic goals and contribute to wider service provision. Commercial assets are held across multi asset classes including offices, industrial and distribution, a rural estate and development land.
Optimisation and rationalisation of the portfolio must be delivered in a timely manner to achieve best consideration under s123 Local Government Act 1972. Financial analysis, lease management and day to day operational management of assets will be needed to preserve and enhance value to enhance income streams and reduce occupancy costs. You will have responsibility for the day-to-day management and delivery of a case load.
Main Duties and Responsibilities
- Develop and produce asset management and investment strategies and programmes. Identify surplus and under-performing assets and develop appropriate value-add initiatives and/or disposal plans.
- Undertake rigorous financial and commercial appraisals to assess feasibility and ensure value for money solutions for new lettings, rent reviews, renewals, refurbishments etc.
- Lead commercial negotiations with key stakeholders, developers, partners etc, and achieve the best outcome for the Council.
- Commission and monitor external property and legal advice in compliance with LCC processes to ensure high quality timely outcomes.
- Ensure all statutory and legal obligations relating to the portfolio are met and the portfolio is managed to the highest professional standards, including ensuring all consents and legal agreements being in place prior to any building works taking place.
- Provide valuation and strategic asset management advice to assess suitability of assets for retaining / disposal / development and potential investment opportunities.
- Promote best practice and expertise in the asset management activity delivered by the Council and advise on the development of related management practices and procedures.
The ideal candidate will be a Chartered Surveyor and/or MRICS qualified.
