SEND Children’s Transport Development Manager Interim – 12 Month Contract North West England – Hybrid (3 Days On‑Site) £450 per day | Inside IR35 (via umbrella)
We’re seeking an experienced operational leader to drive improvements across a busy Children’s Home to School Transport service, ensuring statutory compliance, high‑quality provision, and strong partnership working across SEND, education, social care, and transport providers.
The Role- Lead and develop the home to school transport service, ensuring safe, efficient and compliant delivery.
- Act as the key link between SEND, Social Care and schools to secure appropriate and cost‑effective transport arrangements.
- Manage the Children’s Transport Team and Independent Travel Training Team.
- Oversee statutory policies, performance, and service improvement activity.
- Drive operational efficiencies, digital improvements, and contractor performance.
- Contribute to Transport Panel decisions for eligible children and young people.
- Strong operational leadership experience in home to school transport, SEND, or similar local authority services.
- Proven ability to manage frontline teams in a fast‑paced environment.
- Experience working with schools, SEND teams, families, and transport providers.
- Confidence interpreting legislation, reviewing policy, and managing challenge.
- A track record of delivering service improvements and efficiency projects.
