Senior Project Manager; Communications Platform

HMRC Communications Platform Delivery Team are looking for a Senior Project / Delivery Manger for a short burst of work.

We are seeking an experienced Senior Project Manager (Contract) to lead a series of small but high‑impact projects that will deliver improvements across HMRC’s internal communication platforms
. You will shape and progress requirements, develop delivery approaches, and ensure each piece of work is ready for CDIO assessment and onward delivery.

Working within the Intranet and Communications Platform Delivery team, you will play a key role in enabling fast, frictionless and relevant digital experiences for HMRC colleagues. You will work closely with stakeholders across Internal Communications and CDIO to shape scope, prioritise needs, manage dependencies, and maintain delivery momentum.

The ideal contractor will bring strong experience in requirements gathering, prioritisation, and end‑to‑end project leadership
, particularly across digital or technology‑related projects. You will be confident developing the delivery framework for small projects, communicating complex information clearly, and shaping requirements so they can be efficiently understood, assessed and progressed by CDIO.

• Proven experience delivering multiple concurrent digital or technology projects, including shaping requirements for small/medium‑scale initiatives and progressing them into CDIO‑ready criteria.
• Strong requirements‑gathering and prioritisation capability, able to quickly interpret user and business needs, challenge constructively, refine scope, and make clear recommendations when information is incomplete.
• Demonstrable experience shaping project delivery approach within the project team, helping challenge and improve existing methodology, governance, controls, and transition points to ensure a consistent and effective delivery framework.
• Ability to communicate complex or technical requirements clearly, enabling non‑technical stakeholders to understand, support, and approve communication‑platform changes before CDIO progression.
• Excellent stakeholder management, with experience influencing and aligning CDIO, business stakeholders, SMEs, and communications teams to remove blockers and maintain delivery momentum.
• Strong project‑management capability, including planning, RAID management, governance, and the ability to run multiple small projects autonomously in a fast‑paced environment.
• Familiarity with CDIO processes, or the ability to quickly understand those processes and shape requirements accordingly.
