Job Overview
The Commissioner of the Revenue is one of Loudoun's five elected constitutional officers. Our mission is to serve citizens and the business community by administering tax programs mandated by the Code of Virginia and local ordinance in a manner that is efficient, fair, equitable, and thorough, while protecting the confidential personal and business information entrusted to the office.
The Office of the Loudoun County Commissioner of the Revenue is seeking a Commercial Supervising Appraiser. The Supervising Appraiser will be responsible for the day-to-day operation of the commercial appraiser team.
Responsibilities- Direct the maintenance of required files and records, prepare reports, correspondence and other written materials, supervise and train assigned personnel, and complete any valuation assignment.
- Manage the day-to-day operation of the commercial appraiser team.
- Oversee a high-volume workload, assist internal and external customers as required, and resolve conflicts.
- Seasoned professionals with significant appraisal, ad valorem tax, and supervisory experience.
- Ability to use and defend commercial valuation practices, including the collection and processing of sales and construction costs data and the reconstruction of income and expense surveys.
- Familiarity with land use concepts, zoning, proffer packages, development plans, site plans, and legal documents such as leases, purchase and sale agreements, and condominium declarations.
- Comprehensive knowledge of appraisal principles, practices, and techniques related to the assessment of real estate.
- Thorough knowledge of applicable state and local laws pertaining to the assessment function.
- Ability to manage a high‑volume workload, deal effectively with management, assist customers, and resolve conflicts.
- Required education and experience: a bachelor's degree (master's preferred) in Real Estate Appraisal, Finance, Accounting, Business Administration, and four (4) years of progressive assessment and appraisal experience.
- Three years of supervisory experience desired; SRA, MAI, RES, MAS, or CAE designation preferred.
- Proficiency in employee supervision, selection, work planning, organization, performance review and evaluation, and employee training and discipline.
- Knowledge of complex real property appraisal for tax assessment, applicable laws, codes and regulations, assessment software, standard office practices, property ownership research, record keeping, and public interaction.
- Ability to establish effective working relationships with employees, County officials, business community members and the public.
- Knowledge of Virginia taxation law and county regulations governing appraisal of commercial, industrial, residential and special purpose properties.
- Ability to work in various outdoor weather conditions, traverse undeveloped land, tour construction sites, and perform occasional bending, stooping and light lifting.
- Hiring salary commensurate with experience.
- Successful candidate must maintain a valid driver's license in Virginia or a regional state of residence.
- Background checks: criminal, credit, and DMV record checks.
- Employees are prohibited from participating in outside activities, including private appraisals, that may be deemed a conflict of interest by the Commissioner of the Revenue.
