Overview

The Position Loudoun County is seeking an experienced, visionary Human Resources Director to join its Leadership Team. In this critical role, the Director will work closely with County leadership to maintain Loudoun’s position as a top employer, committed to attracting, developing, and retaining exceptional talent. The next Director will establish policies and procedures, supervise staff, set goals, and further develop the department’s strategic plan in alignment with the Board of Supervisors (BOS) goals and the needs of the organization and employees.

The Director also manages the department’s budget, and coordinates projects and deliverables to ensure high-quality customer service to internal departments, prospective employees, and retirees.

The Human Resources Director will serve as a trusted advisor on the organization’s people strategy, employment compliance, and strategic objectives. The Director oversees a department of 50 FTEs, which includes a senior management team consisting of one Deputy Director and three Assistant Directors. This position oversees a budget of approximately $12.5M in the projected FY 2026 budget, a self-insured employee and retiree health plan, and the administration of a $39M self-insurance fund.

The department is organized into four functional areas:
Staffing and Compensation, Benefits and Risk Administration, Workforce Relations and Development, and System and Internal Operations.

The Director is a member of the Senior Staff team (consisting of the County Administrator, Deputy County Administrators, Office Director for Management and Budget, and County Attorney), the Internal Operations Committee (with other department directors over internal agencies), and the leadership team with all county department directors. This position works closely with the board-appointed County Attorney as well as elected officials who run departments within the County government structure.

Leading the Human Resources Department, the Director will provide guidance and direction to employees by developing, maintaining, and communicating the mission, vision, and values of the department and the County’s Leadership Team. Ensuring the achievement of departmental goals, maintaining a positive, professional, and productive work environment, and implementing diversity, equity, and inclusion initiatives will be key responsibilities for the next Director.

In this leadership role, the next Human Resources Director will have the opportunity to represent the department at internal and external meetings and conferences in addition to collaborating with stakeholders and building positive working relationships across the department and the County. They will respond to inquiries from the County Administrator, the Board of Supervisors, state and federal agencies, and customers in a timely and effective manner.

The Director will be entrusted with developing, updating, and maintaining Standard Operating Procedures for the department and updating County policies to ensure compliance with current and future collective bargaining agreements. The Human Resources Director will ensure efficient utilization of the department’s budget, and work with department units to identify goals, objectives, and appropriate performance measures, utilizing data from the County HRIS system NEOGOV.

The next Human Resources Director will develop and implement staffing strategies to recruit top talent, fill vacancies promptly, and successfully onboard new employees. They will provide performance direction, feedback, mentoring, coaching, and staff training, ensuring regular feedback and timely completion of employee performance appraisals. Additionally, the next Director will develop succession plans for key positions and ensure that staff performance is assessed in accordance with County policies, procedures, and applicable laws.
