Project Manager; GMS Implementation

The role needs to support the Pacific time zone. 8 am-6 pm PST.

Work Location: Remote

The Project Manager will serve as the single point of contact for the City and will be responsible for end-to-end delivery of the Grants Management System (GMS) implementation and ongoing operational oversight. The role ensures project execution within scope, schedule, budget, and quality standards.

• Serve as a primary liaison between the City, Zenius, and the product vendor.
• Develop and maintain detailed project management plan and master schedule.
• Manage scope, risks, issues, and change control processes.
• Coordinate cross-functional teams including business analysts, technical leads, training, and support teams.
• Oversee system configuration, integration, testing, and go-live readiness.
• Ensure compliance with federal (HUD) and local regulatory requirements.
• Provide regular status reporting to City stakeholders and governance committees.
• Support transition from implementation to steady-state operations.

• Bachelor's degree in Business, IT, Public Administration, or related field.
• 10+ years of project management experience in SaaS/IT implementations.
• Experience managing public sector or municipal technology projects.
• Strong knowledge of grants lifecycle management.
• PMP or equivalent certification preferred.
• Familiarity with HUD programs (CDBG, ESG, HOME).

• Experience implementing grant management systems.
• Experience managing system integrations (SAP, OKTA, ArcGIS).
