Financial Manager
This position is primarily responsible for collection of monthly, quarterly and annual operating information; preparing consolidation and cash flow statements; analyzing monthly, quarterly and annual operating information; monitoring variances, interpreting them and providing the appropriate communication to management. They report progress of major activities to executive level administrators through reports and conferences.
- Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination.
- Manage a variety of fiscal and accounting functions pertaining to areas such as general accounting, electric utility, gas utility and other enterprise utility funds, accounts payable, payroll, auditing, bond administration, treasury management, and financial reporting.
- Monitors trends in municipal budget management, laws, rules, and City policy to recommend policy and plan budgetary processes and activities.
- Manage and report on the status of City cash and investment accounts.
- Develop and implement and monitor internal controls.
- Prepare and submit the City’s Comprehensive Annual Financial Report for the GFOA award.
- Works with and provides direction to the professional accounting staff.
- Serves as technical expert in interpreting and implementing new governmental and reporting standards that have City-wide impact.
- Prepares agenda items for commission or committee meetings; presents financial information, recommendations, or analysis for consideration; serves on or chairs committees, boards, advisory groups, or other bodies to exchange technical information or make decisions.
Requires a Bachelor's degree or education and training equivalent to four years of college education in accounting, finance, or a closely related field. Four (4) or more years of progressive work experience in accounting auditing or budgeting or an equivalent combination of education and experience. Experience with Sun Gard software and Microsoft Word®™©, Microsoft Excel®™©, and Publisher®™© and two (2) years of experience be as a supervisor or manager preferred.
Administrative office position that may require extended work hours periodically to complete special projects, upgrade or enhance systems, or support the monthly and annual financial statement review and preparation process.Requires a valid State of Florida driver license and satisfactory driving record as a condition of initial and continued employment.
Certified Public Accountant (CPA) and CGFO preferred.
