The purpose of this class is to perform routine drafting, calculation, and technical support work for the implementation and maintenance of new and existing natural gas facilities. Performs professional level work requiring the application of distribution engineering methods in the solution of technical problems; applies an understanding of operations policies and procedures to solve complex problems and coordinates sub-professional work in these disciplines;

requires continuous, close attention for accurate results and occasional exposure to unusual pressures. Makes decisions as a significant part of the job, affecting a large segment of the organization and general public; assists with carrying out long term plans and departmental goals.

  • Designs natural gas facilities for residential and commercial customers.
  • Prepares construction drawings using Auto Cad or other design software.
  • Determines Natural gas service and metering requirements by utilizing BTU load data and site plans supplied by the customer.
  • Prepares work orders and cost estimates using the Naviline Work Order system.
  • Administers rules, regulations, policies and procedures of the Leesburg Gas Department.
  • Uses databases and spreadsheets for calculations.
  • Makes field inspections on construction projects to assure compliance with plans and specifications.
  • Interprets existing easements and performs research to prepare and develop new easements.
  • Reviews site plans as part of the Development Review Committee (DRC).
  • Reviews building permits to ensure contractors adhere to Department policies.
  • Reviews gas riser diagrams to ensure proper service/meter sizing for residential and commercial load requirements.
  • Creates and submits job site drawings for County and State DOT permits.
  • Creates AutoCAD drawings for construction specification drawings.
  • Creates and assists in the execution of site plans, installation invoices, and Developer’s Agreements for new developments as required by City Ordinance Sec. 22-7.
  • Coordinates with developers and engineers to ensure accurate natural gas facilities are displayed on site plans.
  • Ensures installation invoice funds are received prior to the commencement of construction.
  • Coordinates with developers and engineers to ensure Developer’s Agreements are executed with accuracy.
  • Ensures Construction Notifications are properly filed with the Public Service Commission (PSC).
  • Records and inspects as-built drawings for all new natural gas infrastructure.
  • Investigates new service requests based on existing natural gas facilities.
  • Assists in locating and verifying existing natural gas utilities.
  • Coordinates with appropriate City personnel to ensure accuracy of existing natural gas infrastructure on GIS mapping system.
Qualifications
  • Requires a high school diploma or general equivalency diploma (GED) and formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in a construction or technical trade or a closely related field.

  • Prefer knowledge of the theories, principles, practices and techniques of gas distribution, service and maintenance operations, and system design; general knowledge of gas laws and safety codes; thorough knowledge of material and methods used in construction of gas systems.

  • Knowledge of Windows Operating System, Microsoft Word, Excel, and Outlook required.

  • This position prefers the knowledge of the City of Leesburg’s natural gas standards, and system maps, system parameters, gas material and equipment, the Naviline work order system, ESRI ARC GIS and, Municipal gas ordinances.

  • Must have general knowledge of the theories, principles, practices and techniques of gas distribution design; the ability to design and oversee the construction of gas utility systems; ability to establish and maintain effective working relationships with co-workers and the public.

  • Must be available for call back for gas emergencies.

  • Must possess a valid Florida driver’s license.
