Project Manager, Program ​/ Project Manager, Operations Manager

We are seeking an experienced Project Manager with extensive (Caltrans) highways experience to manage transportation infrastructure projects throughout the Bay Area. The ideal candidate will have a minimum of 10 years of project management experience on Caltrans-funded or Caltrans-regulated highway projects and the ability to commute to project sites as required.

• Manage all phases of highway and transportation projects, from planning and design through construction and closeout
• Serve as the primary point of contact with Caltrans, local agencies, consultants, and contractors
• Ensure compliance with Caltrans standards, specifications, procedures, and reporting requirements
• Oversee project scope, schedule, budget, quality, and risk management
• Prepare and review project schedules, cost estimates, change orders, and progress reports
• Coordinate multidisciplinary teams including design, construction, inspection, and environmental staff
• Monitor contractor performance and ensure adherence to contract requirements
• Identify and resolve project issues, claims, and conflicts in a timely manner
• Support audits, reviews, and Caltrans approvals
• Attend meetings, field visits, and inspections across Bay Area project sites

• Minimum 10 years of project management experience on Caltrans highway or transportation projects
• Demonstrated experience working directly with Caltrans Districts
• Strong knowledge of Caltrans Project Development Procedures Manual (PDPM), Standard Specifications, and Local Assistance Procedures
• Proven ability to manage multiple projects simultaneously
• Excellent communication, coordination, and leadership skills
• Ability to commute and travel throughout the Bay Area as required
• Proficiency in project management tools and reporting systems

• Bachelor’s degree in Civil Engineering, Construction Management, or related field
• Experience with roadway, freeway, interchange, bridge, or major rehabilitation projects
• Familiarity with CEQA/NEPA coordination and right-of-way processes
