Heavy Haul Rail is seeking an Assistant Business Change Manager to play a key role in the Heavy Haul Rail ERTMS Programme Team to support the identification and delivery of business change activities related to people, process, and organisational change. This role is key to ensuring the business is adequately prepared for, and able to successfully adopt, the changes implemented by the introduction of ERTMS technologies.

The post holder will apply the structured change management approach defined within the Rail Change Guide (RCG) - and any other methodologies or frameworks as appropriate - to ensure that the business is ready, capable, and confident to operate safely and efficiently within the new ERTMS environment.

Key Responsibilities
  • Support development and maintenance of ERTMS Change Management and Business Readiness Plans.
  • Lead and facilitate change impact assessments across people, processes, and systems.
  • Maintain action plans, operational readiness trackers and manage programme risks and mitigations.
  • Identify, map, and engage stakeholders using established methodologies.
  • Prepare communications, presentations, and workshop materials.
  • Gather and analyse stakeholder feedback to assess business change and operational readiness.
  • Contribute to operational readiness assessments and transition planning.
  • Support training schedules and competence frameworks with L&D teams.
  • Assist in compiling evidence for stage gate reviews.
  • Monitor and support the organisation’s capacity to manage change throughout programme delivery.
  • Identify and document measurable business benefits.
  • Maintain accurate records for reporting to governance and assurance bodies (internal & external).
  • Participate in/facilitate lessons‑learned reviews and continuous improvement activities.
  • Collaborate with cross-functional teams to align change requirements for operational readiness.
  • Support reporting to governance forums (e.g., Business Integration Forum, PPR etc.).
  • Ensure compliance with internal and external change, rail standards, and safety frameworks.
  • Work with colleagues in the Programme and the wider Business to support safe integration of change and operational readiness across multiple business units (Operations, Training, Engineering etc.).
On your first day, we’ll expect you to have
  • Experience of major/complex change projects/programmes.
  • Change Management Qualification (e.g. APMG, ACMP, PROSCI).
  • Knowledge of business change techniques and process modelling.
  • Experience/Understanding of UK railway operations/rail industry or a related sector.
  • Excellent communication (oral and written), interpersonal, presentation, and negotiation skills.
  • Ability to collaborate, build relationships, and influence at all levels (internal and external).
  • Excellent organisational skills.
  • Ability to work to deadlines and manage time effectively.
Desirable Qualifications
  • Educated to degree level.
  • Experience of applying project management methodologies (e.g. PMQ, Prince2).
  • Member of a professional body/association or willing to work towards.
