The Water Production Superintendent plans, directs, and manages the operations of the Water Production Department. Coordinates and supervises the operation, maintenance, and drinking water quality of multiple ground and elevated storage tanks, booster pump stations, transmission and distribution piping, and related infrastructure. Ensures compliance with State and Federal drinking water regulations.
This is a safety-sensitive and/or DOT position. The employee is required to participate in random drug testing in accordance with City policy.
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Oversee daily operations of the Water Production Department, coordinate activities with supervisors, operators, maintenance personnel, and water quality personnel.
- Supervise department personnel, including recruitment, selection, training, evaluation, counseling, discipline, and development.
- Prepare, administer, and monitor the department budget.
- Utilize computer systems and software programs to input data and produce reports and charts.
- Review daily round sheets, pumpage records, water quality logs, maintenance logs, and completed work orders.
- Respond to and follow up on customer complaints regarding water quality and pressure.
- Maintain inventory and order parts and supplies.
- Review current and proposed State and Federal regulations to ensure City compliance.
- Develop and participate in public education events, as applicable.
- Conduct project reviews through the City’s formal review process (Ener Gov system).
- Read and interpret GIS data and as-built drawings for the water system.
- Attend meetings related to projects, processes, procedures, and other operational matters.
- Perform other related duties as assigned.
- High school diploma or GED.
- Valid Texas Driver’s License.
- T.C.E.Q. Class B Groundwater License.
- At least seven (7) years of supervisory experience in a related field.
- Associate’s degree or equivalent in water/wastewater management or a related field.
- Water production, groundwater systems, storage facilities, pumping, and distribution infrastructure.
- TCEQ and Federal drinking water regulations, compliance monitoring, and reporting requirements.
- Water quality sampling procedures and regulatory documentation standards.
- Preventive and corrective maintenance practices for mechanical and electrical equipment.
- SCADA systems and operational monitoring tools.
- Municipal budgeting, procurement, and contract administration practices.
- Safety regulations applicable to water utility operations.
- Supervising and developing personnel in a regulated utility environment.
- Preparing and administering operating budgets.
- Reviewing operational data, compliance reports, and technical documentation.
- Coordinating regulatory inspections and implementing corrective actions.
- Planning and prioritizing maintenance and operational activities.
- Communicating effectively with staff, regulatory agencies, leadership, and the public.
- Exercise independent judgment in matters affecting regulatory compliance and system reliability.
- Ensure continuous compliance with drinking water regulations.
- Analyze operational issues and implement corrective solutions.
- Manage emergency situations affecting water production or distribution.
- Establish and maintain effective working relationships across departments and with external stakeholders.

Tasks involve light physical effort in sedentary to light work, including occasional lifting, carrying, pushing, and/or pulling of light objects (5–10 pounds). Duties may require extended periods at a keyboard or workstation. Some tasks require visual and auditory perception and the ability to communicate effectively.
