Monday – Friday, Primary Hours 8-5.
The Business Analyst II responsibilities involve identifying, developing, analyzing, evaluating and/or improving the effectiveness of processes, systems, policies, procedures, manpower utilization, functions of management, equipment, etc., for the agency. Employees will gather, analyze, and evaluate information regarding the agency and make appropriate recommendations about strategic decisions, business goals, and other planned changes, and implementation methods. In addition, employees may work to ensure stakeholders understand the change initiatives and are prepared to adopt new processes, systems, support structures, etc.
Positions in this job family may also act as lead for all levels of change management activities for agency.
- Assist the Product Owner/stakeholder in creating the Business Case, including functional requirements.
- Define business needs, vision, and solution decision matrix requirements.
- Assist with creating and refining Epics, User Stories, Features, Themes, and Acceptance Criteria (AC).
- Liaise with users to track additional requirements and convert them into User Stories and Features.
- Support the Project Manager in removing impediments for the Scrum team.
- Identify and document system requirements.
- Create Entity Relationship Diagrams and Design Flow Diagrams (Current-state and Future-state).
- Assist with user training and system documentation.
- Act as a bridge between technical and business teams.
- Identify and report software bugs and usability issues.
- Maintain application documentation and prepare technical documents.
- Ensure high levels of user trust and satisfaction.
- Stay updated on business analysis best practices and technologies.
- Lead the creation of Business Case and BRD with stakeholders.
- Mentor the Scrum team and facilitate Scrum roles and responsibilities.
- Remove impediments for the Scrum team.
- Maintain Features and User Story inventory.
- Organize and prioritize User Stories and split Epics into manageable parts.
- Participate in Scrum Ceremonies and facilitate when needed.
- Create Data Flow Diagrams, wireframes, and system interaction design documents.
- Conduct training sessions and workshops.
- Create user training documentation.
- Assist with the Implementation Plan (rollout matrix).
- Being present at the office is an essential function of the job.
- Other duties as assigned.
- Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
- Works effectively in team environment, participating and assisting their peers.
- Willing and able to perform all job-related travel normally associated with this position and possess a valid driver’s license.
- Bachelor’s in computer science, information systems, or a related field plus three years of IT service delivery experience OR a combination of education and experience.

Skills and Abilities
- Experience with SDLC, Azure Dev Ops, and Agile methodology.
- Agile or Scrum Certification or practical experience.
OSDH considers in‑office work environment to be the primary work arrangement. This position works in a comfortable office setting with a computer and telephone for a large percentage of the workday. The position requires long periods, up to eight hours per day, of sitting and working at a desk. The noise level in the work environment is usually mild. Occasional travel may be required.
Being present in the office is an essential function of the position.
