Under general direction, the Community Services Supervisor position is responsible for the planning, coordinating, supervising, analysis, and oversight of the day-to-day community services and recreation programs, activities, services, facilities operations, community transportation, and community events for the City and its residents. Incumbents at this level have the knowledge, skills, and experience in their assigned area and operate with latitude and independent judgement to carry out the assigned administrative, technical, and supervisory responsibilities.

This position will work a 9/80 work schedule.

Job Description

The Community Services Supervisor plans, budgets, organizes, coordinates, implements, supervises, and evaluates community service and recreation programs, community and senior transit programs, volunteer programs, senior programs and services, home delivered meal programs, mobile recreation program and other youth and senior programs and activities; trains, directs, and supervises department staff; prepares and monitors weekly schedules; plans, prepares, organizes, coordinates, implements, supervises, evaluates, and markets citywide events;

develops and implements community service program goals, objectives, policies, procedures, and priorities; prepares fiscal year program budgets and seeks cooperative sponsorship and donations; prepares purchase requisitions, payment vouchers and oversees major contracts; monitors, develops and prepares departmental budget; prepares, reviews, and collects data for reports and agendas for City Council, Parks, Recreation and Social Services Commission, Youth Advisory Committee, and Senior Citizen Advisory Committee;

identifies and addresses safety and liability issues; acts as a liaison for city sponsored organizations; schedules, reviews, and oversees facility and field reservations, rentals, and usage; special event permits; monitors and oversees the maintenance and operations of the Dan McKenzie Community Gardens and other gardening operations; receives, coordinates, responds, and monitors customer inquiries, complaints, and questions and recommends corrective and/or responsive actions to requests;

coordinates and monitors contractors and consultants as needed; and perform other duties as needed or assigned.

Job Requirements

Graduation from an accredited college or university with a bachelor’s degree in recreation, human services, gerontology, public administration, or related field AND five (5) years of progressively responsible experience in recreation and/or community services. One (1) year of experience supervising staff and the operations of a community center, recreation programs, activities, and community events is required. A master’s degree is highly desired.

Possession of a valid California Class C Driver’s License, Certificate of Automobile Insurance for Personal Liability, and certification in CPR/AED/First Aid is required.

Knowledge of
:
Municipal operations, functions, and practices; policies, laws, ordinances, regulations, and standards related to department assignment; methods, techniques, principles practices, and procedures in public administration, contract administration, planning, budgeting, development and administration of community services and parks and recreation programs; facilities management, supervision and rental; and parks and playground inspection; common recreational, leisure, community transportation and social services programs for various age groups;

marketing techniques to promote various programs; principles, practices, and techniques of administration, organization, project management, purchasing process, leadership, records management, budget and financial analysis; contract and grant administration practices; effective business communication, report writing and presentation techniques; computer software and hardware; principles and practices of employee supervision, training and performance evaluation.
