General Statement of Duties

The AOT and Competency Diversion Program Manager is responsible for developing, and implementing program policies and processes. The Program Manager is responsible for implementation and oversight of the Assisted Outpatient Treatment (AOT) and Competency Diversion programs, and ensuring data quality and program reporting

  • Communicating program designs and goals to courts, staff, and participants/clients, and stakeholders in the community.
  • Integrating information systems between groups and users including judges, court administration, and other stakeholders.
  • Managing a single large program with a strategic focus on ensuring alignment with the judiciary’s or judicial entity’s goals and objectives.
  • Maintaining inter-agency cooperation, and communication, supports and develops working relationships with associated parties, stakeholders, and community coalitions.
  • Scheduling, planning, organizing, and facilitating team and individual meetings, team training, and program activities.
  • Developing and preparing budgets, budget expenditures, and grant‑funded project programs.
  • Completing required grant funds evaluation reporting and requests from city, county, local, state, federal agencies, non‑profits and private businesses.
  • Drafting requests for proposals, invitations to bid, and issuing and evaluating resulted proposals in compliance with state procurement code.
  • Ensuring record keeping is accurate and up to date while maintaining HIPAA compliance and following appropriate file destruction requirements.
  • Monitoring and evaluating contracts and contractors’ performance with respect to compliance and professional scope of work.
  • Participating in core team meetings, and developing and reviewing applicable policies and procedures.
  • Analyzing the legacy and current jury management system to better the division.
  • Auditing and approving invoices ensuring all applicable procedures are followed.
  • Supervising, monitoring, directing, and evaluating advisors, volunteers, mediators, board members and professional representatives of the court program.
  • Performing other duties as assigned in order to meet the operational needs of the court or judicial entity.
  • Speaking to legislators and attending or leading legislative hearings and processes (interim and session).
  • Supervising, overseeing, training, and disciplining subordinate employees in judicial procedures, office functions, and case management.
  • Leading interview panels for vacant positions and making recruitment recommendations for new and qualified candidates.
  • Supervising subordinate judicial branch program staff. For specialty courts: collaborating with the Administrative Office of the Courts to ensure compliance with the New Mexico Treatment Court Standards and maintaining satisfactory status with the program certification process, which may include monitoring and managing the program database, and generating requested documents related to quarterly performance measure reports.
  • Leading staff to follow best practices by maintaining the protocol for requesting juror summonses and processing summonses for juror eligibility, mailing juror summonses to individual jurors, downloading juror data and updating individual juror information in the Jury Management System, preparing Voir Dire peremptory sheets, tracking jury panel members and the need for jurors, and maintaining jury panel records; and preparing statistical data for the year‑end reports.
  • Assisting other courts with current training materials and analysis of systems.
  • Developing policy and procedures for the court or division.
  • Developing and providing training.
  • Preparing, compiling, and analyzing complex statistical reports in relation to established goals and objectives.
  • Providing jury panels for court cases requiring a jury trial and developing, maintaining, and revising standard operating procedures for the Division.
