Summary Duties and Responsibilities:

The Real Estate Development Project Manager will assist with the execution and financing of a pipeline of real estate developments and is accountable for the successful completion of all associated tasks to financial closing and the securing of tax credits for our equity investor partners. This role will have minor oversight of construction management, design oversight, or land-use entitlements.

Essential Functions and Work Duties:

The following essential functions of this position are performed personally, in cooperation with the supervisor, and/or in coordination with other staff. Additional work functions and duties may be assigned.
  • Review sites for potential land purchase and development of new construction, or existing multi-family housing complexes for potential acquisition.
  • Create and maintain and refine complex financial proformas in Microsoft Excel for affordable multifamily housing developments.
  • Structure and model various financing scenarios involving Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, and various affordable housing funding programs.
  • Prepare feasibility analysis responding to project criteria, including needs, population served, financial feasibility, and community plan as needed.
  • Prepare competitive LIHTC and tax-exempt bond application submittals, additional subsidy requests, and lender applications.
  • As part of initial due diligence, assist with compilation and presentation of information for all future development projects to include competitive applications for tax-exempt bonds, LIHTC, HOME funds, HUD, grants and other affordable housing finance programs as well as Requests for Proposals for land and other opportunities.
  • Ensure completion of all tasks necessary to obtain approvals related to development projects, including submission of required documents.
  • Maintain official records and documents, and ensure compliance with federal, state, and local regulations and reporting requirements.
  • Compile industry, market and competitor research and analysis.
  • Maintain extensive knowledge of current affordable housing trends, issues and financing sources both in Southern Nevada and nationally.
  • Review and recommend revisions to legal documents and third-party reports as part of the due diligence/closing process for acquisitions, development and financing.
  • Coordinate with legal counsel to review legal documents, including partnership agreements, loan documents, and regulatory covenants.
  • Create, manage, and refine checklists to ensure timely and smooth financial closings.
  • Participate in strategic planning efforts for the Real Estate Development department.
  • Ensure that an effective flow of information is maintained for all projects.
  • Maintain project Smartsheet for assigned projects.
  • Be a resource to RE Development team on technical issues surrounding development projects at various stages of completion.
Other Functions and Work Duties:
  • Contribute to various other miscellaneous projects as needed.
  • Coordinate specific work tasks with other personnel within the department as well as with other departments in order to ensure the smooth and accurate flow of work and information.
  • Perform tasks which are supportive in nature to the essential functions of the job, but which may be altered or re-designed upon individual circumstances.
Qualifications and Skills Required:

Education and Experience:
  • Bachelor's degree or a professional certificate in Finance, Real Estate or business-related field
  • MBA or Master's Degree in real estate, finance, or business-related field studies preferred
  • Minimum 3 years of experience in real estate, community development, finance or similar field that requires extensive financial analysis with a mastery of Microsoft Excel-based financial modeling, specifically the ability to build a proforma from scratch.
  • Must have excellent written and verbal communication skills.
  • Must have extensive knowledge of Microsoft Office software (Excel, Word, and PowerPoint).
Skills and Abilities:
  • Must have ability to work independently and with others and have the ability to organize and prioritize tasks and to work closely with all Nevada HAND departments and stakeholders.
  • Ability to handle multiple projects at different points of the project cycle.
  • Highly developed verbal and written communication skills.
  • Ability to read, write and speak in English.
  • Proficient reading, writing, grammar and mathematical skills.
  • Ability to multitask and prioritize multiple projects.
  • Ability to make recommendations on problems/decisions that arise based on the information available.
  • Ability to create written memos, graphic presentations, and oral presentations.
