Job DescriptionPURPOSE SUMMARY. Under the general supervision of the Community Development Director, the Chief Planner will assist the Director in the administration of the department and directly oversee, manage, and direct the operation of the Current Planning Section of the Planning Division.
ESSENTIAL DUTIES.
- Act as the Director in the absence of the Director and the County Building Official, performing such functions as approving leave requests and pay changes.
- Assist the Director in management of all operational and procedural aspects of the department, to include the analysis and development of departmental goals, policies and procedures, and implementation of systems or policies to ensure efficient delivery of current services and to establish new services.
- Coach, train and manage staff; coordinate and/or provide staff training; manage the workflow and prioritization of projects and measure the performance of the assigned area and staff and take appropriate corrective action when necessary.
- Inform the County's elected officials and County Manager of projects statuses.
- Plan and direct the preparation of technical reports and special projects pertaining to land use, zoning, subdivisions, and development standards and trends.
- Develop budgets, timetables, and coordination for projects.
- Plan and prepare projects for presentations and meetings on all aspects of planning.
- Plan, direct, and manage personnel, contracts, billings, and task timelines.
- Review staff's work to ensure completeness, accuracy and timeliness.
- Supervise and review staff presentations on zoning, variance, special use permits, and subdivisions to County Planning and Zoning Commission and Board of County Commissioners.
- Enforce and administer zoning, subdivisions, and land use ordinances.
- Maintain legal documents and other records regarding land development regulatory actions.
- Interpret and amend all codes and regulations.
- Responsible for knowing and abiding by all department and County policies and procedures.
- Grants' administration and long-range plan development.
ADDITIONAL DUTIES. Other duties as assigned.
QUALIFICATIONSEducation. Bachelor's Degree from an accredited college or university in Urban/Regional/City Planning, Public Administration, Government, Economics or closely related field. Master's Degree preferred.
Experience. Six (6) years of progressively responsible professional experience in urban and regional planning; at least two (2) of which were in a full-time supervisory capacity. Bilingual (English and Spanish) preferred.

Licenses/Certifications. Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy. American Institute of Certified Planners (AICP) membership required.
Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass a pre-employment background check and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITIONKnowledge of
: principles and practices of county or regional planning, zoning, land use, economic development, subdivision regulations, mapping, building and development; county and extra-territorial zoning and subdivision ordinances, and various county and state permits required to obtain building and development plans; principles and practices of public administration and management, including budget preparation and management, finance, grant management, resource management, and programs and services evaluation;
principles and practices of effective supervision, leadership, training, and performance evaluation; and federal and state laws, regulations, and guidelines that impact the operations of the department to which assigned.
Skills to
: apply the principles and practices of urban or regional planning. Compile statistical information and prepare technical reports. Interpret planning requirements and objectives to interested groups and the general public. Supervise, train, direct, manage, and evaluate assigned personnel. Organize, prioritize workload, and manage multiple projects at the same time; research, analyze and evaluate information accurately and express ideas clearly when providing oral and written reports and recommendations;
and establish and maintain effective and cooperative working relationships with others.
