Job Description Purpose Summary.Plan, organize and supervise the daily operations, maintenance, and compliance of water/wastewater systems as well as supervising operation staff. Ensure safe and reliable service while meeting all local, state, and federal regulatory requirements. Supervise staff, coordinate maintenance activities and support emergency response efforts.
Essential Duties.1. Operations Management
- Supervise daily water/wastewater operations and coordinate staff activities to achieve work goals.
- Ensure all activities comply with federal, state, and local laws, policies, and regulations.
- Monitor operations to improve efficiency, reduce turnaround times, and streamline work processes.
- Perform hands‑on operational support and assist operations staff as needed. Respond to requests for information and provide technical guidance within scope of authority.
- Inspect plant processes and equipment and review instrument readings and laboratory data.
- Control treatment processes by starting or stopping equipment as required.
- Oversee proper operation of water/wastewater treatment systems.
- Prepare and maintain operations records and reports.
- Ensure proper records and documentation for water/wastewater systems are properly logged by operation staff.
- Oversee the laboratory and review laboratory bench‑sheet and lab procedures for compliance.
- Ensure all required water/wastewater sampling and testing is completed for facilities per NMED/EPA standards and deadlines.
- Prepare NMED/EPA required reports for regulatory submission by deadlines. Respond to emergencies and provide hands‑on support during and after hours to assist on‑call operators in resolving situations safely and in compliance with local, state, and federal standards.
- Ensure readiness for and oversee local, state, and federal on‑site water and wastewater inspections.
- Supervise and evaluate staff assigned.
- Meet regularly with staff to resolve workload or technical issues.
- Prioritize and assign tasks and projects to staff.
- Train, cross‑train, coach, and counsel employees as required.
- Monitor staff performance and ensure adherence to policies, procedures, and safety standards.
- Ensure operations staff maintain required NMED training credits by tracking renewals and coordinating training enrollment.
- Collaborate with the Utilities Assistant Director to develop the operations budget.
- Maintain data on supplies and provide input for water/wastewater improvement plans and projects.
- Review prints, plans, and drawings for new installations and coordinate with engineers and contractors.
- Order and maintain parts, equipment, and supply inventories.
- Participate in writing equipment specifications.
- Obtain quotes from vendors for purchases and keep track of invoices for processing.
- Ensure the odor control program operates effectively.
- Assign staff to conduct site monitoring and compile results for chemical dosing.
- Order chemical deliveries and keep track of available budget.
- Respond to customer odor complaints, determine cause, and assist in resolving issues.
- Serve as the plant safety and training officer and enforce OSHA compliance.
- Submit work orders to maintenance staff and ensure faulty equipment is isolated until repaired.
- Participate in calibration of gas monitors and schedule heavy equipment and fleet maintenance.
Other duties as assigned. Participate in a rotating on‑call schedule and work evenings, weekends, and holidays as required.
Qualifications.A. Education.
Associate degree from an accredited college or university in Water Technology or a directly related field.
