Job Description

PURPOSE SUMMARY. Provide county-wide professional, neutral, and advisory services related to workplace culture, organizational effectiveness, and early conflict resolution. The position functions as a senior individual contributor and subject-matter expert, supporting departments through assessment, facilitation, coaching, and training initiatives designed to improve communication, leadership effectiveness, and employee engagement. This position emphasizes proactive intervention, systemic improvement, and the informal resolution of workplace concerns in alignment with County policies and organizational values.

ESSENTIAL DUTIES.

  • Organizational Assessment and Analysis
    • Conduct organizational assessments to identify trends, risks, and opportunities related to workplace culture, communication, and employee engagement.
    • Analyze qualitative and quantitative data to identify recurring themes, emerging issues, or systemic concerns impacting workplace effectiveness.
    • Develop and recommend strategies, initiatives, and interventions designed to improve workplace culture at the organizational and departmental levels.
    • Support County-wide culture, civility, and engagement initiatives in collaboration with Human Resources leadership.
  • Conflict Resolution and Consultation
    • Serve as a primary point of contact for employees, supervisors, and managers seeking consultation related to workplace conflict or interpersonal concerns.
    • Conduct assessments of workplace situations to determine appropriate informal resolution strategies and advise parties on available options.
    • Facilitate conflict resolution processes, including mediation, facilitated discussions, conflict coaching, and restorative conversations.
    • Support early intervention efforts to address workplace concerns before escalation to formal complaints or disciplinary processes.
    • Clearly communicate the scope and limitations of informal conflict resolution services, including the distinction between advisory support and formal processes.
    • Maintain strict neutrality and confidentiality in all advisory and conflict resolution activities.
  • Training, Coaching and Development
    • Lead and coordinate efforts to develop, organize, and present HR training.
    • Provide day to day leadership, mentorship, training and development of assigned staff.
    • Design, develop, and deliver training programs and workshops focused on conflict prevention, effective communication, leadership skills, and respectful workplace practices.
    • Facilitate team-building exercises and group interventions to proactively address concerns and strengthen working relationships.
    • Provide individual and group coaching to support improved communication, leadership effectiveness, and conflict management skills.
    • Tailor training and facilitation approaches to meet the needs of diverse audiences and organizational contexts.
  • Program Management and Evaluation
    • Develop, implement, and evaluate programs related to workplace culture, conflict prevention, and organizational effectiveness.
    • Establish benchmarks, goals, and outcome measures to assess the effectiveness of initiatives and interventions.
    • Prepare reports, summaries, and recommendations for management and leadership related to trends, outcomes, and improvement opportunities.
    • Maintain accurate and confidential records related to mediation, coaching, and conflict resolution activities in accordance with policy.
  • Policy Compliance and Collaboration
    • Interpret and apply County policies and procedures related to workplace conduct, communication, and culture.
    • Collaborate with Human Resources leadership to ensure conflict resolution practice aligns with County policies and organizational standards.
