Job Description
PURPOSE SUMMARY. Under general direction of the Senior HR Administrator, support recruitment and hiring activities for Doña Ana County public safety divisions and other County departments through specialized recruitment functions. Review, analyze, and provide recommendations regarding employment-related documentation and processes to support compliance and effective hiring outcomes. Serve as a resource to hiring managers, supervisors, and candidates throughout the employment process.
Represent Doña Ana County at recruitment events and job fairs.
- Recruitment, testing, and employee selection while monitoring legal and procedural compliance.
- Assist in job description development and maintenance by researching and drafting language for new or existing job descriptions.
- Create requisitions and job postings to begin the recruiting process.
- Posting and monitor job vacancies and ancillary information online, internally, and externally.
- Develop proposals, make recommendations to improve recruitment activities, and implements upon approval.
- Research and offer recruitment strategies and alternatives for specialized or more senior-level jobs requiring a broader recruiting market.
- Coordinating advertising or posting positions externally as assigned.
- Coordinate temporary assignments through employment agencies and search firms as assigned.
- Assess applications for minimum qualifications. May assist hiring manager/supervisor in further screening qualified applicants.
- Develop, schedule, and administer/proctor pre-employment testing and scoring which may include physical agility testing, written exams, Eye Detect exams, interview scores, or other applicable assessments.
- Coordinate applicant interviews and facilitate the selection discussion process.
- Schedule panel and applicants for interviews, and compile and archive test scores.
- Coordinate background checks on selected candidates and ensure all pre-employment requirements are met and completed by the candidate to continue in the process. This includes but is not limited to authorization forms, fingerprinting, personal history, and copies of required documentation for the position.
- Coordinate with candidates on final medical and psychological testing if required for the position.
- Schedule and represent Doña Ana County departments at job fairs and recruitment events; engaging with potential candidates for employment, providing information on the employment process and specific job opportunities, and promoting Doña Ana County as an employer of choice in Southern New Mexico.
- Organize and recommend display components and materials for job and career fairs.
- Develop and maintain professional relationships with college, university, and community college placement offices or other agencies as a source to generate qualified applicants.
- Assist in developing and may offer training to hiring managers/supervisors to improve recruiting and hiring efficiencies.
- Attend meetings, prepare reports, correspondence, and other written material as directed.
- Present information both orally and in writing to a variety of audiences as assigned.
- Provide information and respond to inquiries related to department operations and job opportunities.
- Maintain accurate records in accordance with County policy.
- Compile data related to recruiting, hiring, and turnover.

QUALIFICATIONSA. Education. High school diploma or GED.
B. Experience. Three (3) years of full-time administrative and customer service experience is required, with a concentration on recruiting, selecting, and hiring preferred.
