Overall Objective

The duty of a Grant Clerk is to ensure that the grants are administered and monitored in accordance with the grant award. The Grant Clerk works closely with and assists the Chief Community Development Specialist. The duty of the Tax Collections Monitor is to assist with managing accounts and communicating with local county tax collectors, and to work closely with the County Financial Director at the discretion of the County Commissioners.

The duty of the UPI Clerk is to assign uniform parcel identifiers to new parcels of land and to certify existing identifiers on property documents for recording.

Essential Functions
  • Follow grants after the award to ensure compliance under the supervision of the grant writer.
  • Enforce accountability for the grants received and initiate tracking procedures.
  • Onboard new Tax Collectors.
  • Assist the Tax Claim Department by distributing tax bills and books to all tax collectors at the beginning of tax season.
  • Ensure warrants are signed by each Tax Collector at the beginning of tax season.
  • Ensure the exoneration form is signed by each Tax Collector at the end of tax season.
  • Scan county tax bills and make corrections and calculations as required by the Assessment Office.
  • Maintain reconciliation on all Tax Collectors' monthly reports.
  • Conduct the required annual review of all Fayette County Tax Collectors.
  • Prepare the end‑of‑tax‑season report and submit unpaid tax bills to the Tax Assessment Department.
  • Acquire and provide proof of tax payments, as requested.
  • Assign UPI numbers to all documents that require a Uniform Parcel Identification number.
  • Verify that properties to be transferred have the correct tax parcel  by searching the Fayette County Tax Assessment Office database.
  • Work with the Recorder of Deeds Office to coordinate the transfer of documents received by mail.
  • Maintain a record of UPI certifications.
  • Check and review all property documents to ensure uniform parcel identifiers are correct.
  • Answer questions and resolve problems regarding property documents and UPI.
  • Work with cartographers to locate properties and documents by using UPI.
  • Conference with the Mapping Department on updates and changes to County Tax maps.
  • Search and plot County properties as necessary.
  • Assist the Finance Department on an as‑needed basis.
  • Other Duties
  • Attend meetings or training sessions as necessary.
  • Perform other job‑related duties as required.
  • Receives occasional instruction and some supervision regarding daily work duties from Commissioners.

    None.

    Conference with Assessors and Mapping Department to verify the accuracy of UPI certification numbers.

    Qualifications

    A. EDUCATION/TRAINING/QUALIFICATIONS

    The candidate seeking the job of a Grant Clerk should have a BS degree in any business‑related field, additional training in paralegal work, and mapping and CAD computer training would be helpful. Years of experience are considered in lieu of a degree.

    B. WORK EXPERIENCE

    Work experience should include at least two to three years of governmental accounting work. Accounting and auditing experience are preferred.

    Grant Clerks need to be detail‑oriented and well‑organized to handle paper flow. The Grant Clerk will report to the lead grant writer and keep that person abreast of all status updates on the grants that have been awarded. In addition, if monies are not allocated to approved provisions, the Grant Clerk will contact the organization and inform them both orally and in writing of non‑compliance and seek out corrective measures with the direction of the lead grant writer, and a formative corrective plan will be implemented.

  • Must be able to sit for long periods throughout the workday, with intermittent periods of standing and walking, and occasional twisting, bending, stooping, and reaching as necessary to carry out job duties.
