- Are you a strategic, service-oriented Human Resources leader ready to guide a complex public-sector workforce? The City of Laredo, Texas, is seeking an exceptional Human Resources Director who will play a central role in modernizing policies, innovating recruitment, and fostering strong employee relations.
- Laredo, Texas is a vibrant and culturally rich border city that blends deep history with modern economic strength. Incorporated in 1755, Laredo is one of Texas' oldest communities and today serves as the county seat of Webb County and the largest inland port in North America.
- Located along the Rio Grande and connected by four international bridges, Laredo is a critical hub for international trade, transportation, and logistics between the United States and Mexico. The city benefits from a diverse economy anchored by warehousing, transportation, healthcare, education, retail, and public service.

- The Human Resources Director is responsible for planning, directing, managing, and overseeing all activities and operations of the Human Resources Department, including HR Administration, Recruitment & HRIS, Retirement / Civil Service, Employee Relations / Learning & Development, Health & Benefits, and Risk Management. This role provides highly responsible and complex administrative support to the City Manager's Office and ensures the development, implementation, and maintenance of City-wide HR standards, policies, and procedures.
& EXPERIENCE (REQUIRED)
- Bachelor's degree from an accredited college or university in Human Resources Management, Business Administration, Public Administration, Organizational Leadership, or related field.
- At least seven (7) years of progressively responsible Human Resources management experience within a public-sector, governmental, or comparably complex organization.
- At least five (5) years in a senior management or executive-level role overseeing multiple HR functions and professional staff.
- Credential required (or must be obtained within 18 months): PHR, SPHR, SHRM-CP, SHRM-SCP, PSHRA-CP, or PSHRA-SCP.
- Valid Texas Driver License (or ability to obtain within 6 months.)
- Master's degree in HR Management, Public Administration, Business Administration, Organizational Development, or related discipline.
- Experience in a municipality or public agency with 1,000+ employees.
- Experience managing union/civil service systems, complex policy environments, or large-scale benefits programs.
- Ability to communicate in Spanish preferred.
- The salary range for this position is $ - $ DOE/DOQ. The City of Laredo offers a comprehensive benefits package, including medical plans, dental insurance, life and AD&D coverage, paid leave, retirement benefits through the Texas Municipal Retirement System (TMRS), and additional incentives like vehicle and cell allowances, and relocation/housing assistance, subject to approval.
