Manages the Utilities Department's financial planning and rate-setting functions. Develops cost-of-service models and rate studies, supports revenue forecasting, and ensures compliance with legal and policy standards. Coordinates with city finance and consultants for long-range planning and rate adjustments.

- Develops and maintains water and wastewater rate setting models based on cost‑of‑service principles.
- Recommends rate adjustments and financial policies.
- Prepares presentations for council, management and public hearings.
- Performs utility revenue functions including reconciliation of utility revenue, refunds, and payment agreements.
- Prepares multi‑year revenue forecasts and financial plans to support infrastructure needs and regulatory compliance.
- Supports development of multi‑year rate scenarios and cost‑of‑service models.
- Translates complex financial data into actionable strategies.
- Coordinates with consultants, finance department, and city council on rate cases and policy changes.
- Coordinates with finance department for revenue tracking and audits.
- Monitors billing revenue performance and identifies variances or shortfalls.
- Manages the development of water/wastewater rate models and financial forecasts.
- Supports preparation of financial sections of bond closure, TCEQ filings, and utility audits.
- Advises senior leadership on rate structures and financial policies.
- Produces reporting requirements for public finance & rate case support and regulatory testimony preparation.
- Maintains rate models using consumption and revenue data.
- Prepares utility rate studies and affordability analysis.
- Analyzes rate impacts based on proposed capital or operating changes.
- Provides detailed forecasts for bond planning and debt service obligations.
- Performs other duties as assigned.
- Utility rate modeling, financial forecasting, Excel, cost‑of‑service analysis, and ordinance review.
- Customer service, collections, and account reconciliation.
- Revenue sufficiency analysis, debt service planning, and capital improvement forecasting.
- Rate models, revenue forecasting, and utility accounting.
- Project coordination, presentation skills, rate ordinances, and stakeholder engagement.
- Regulatory compliance, financial documentation, and audit preparation.
- Billing systems analysis, variance tracking, and KPIs.
- Public finance, utility accounting, and debt service planning.
- Utility budgeting procedures and fund management.
- Ability to build and maintain effective working relationships with others.
- Ability to communicate clearly and effectively both orally and in writing.
- Ability to maintain good planning and organizational skills.
- Ability to take and follow directions from supervisor.
- Ability to give directions to and gain compliance from assigned staff.
- Ability to perform strenuous work and routine work.
- Ability to maintain a valid Texas Driver License and a good driving record.
- Ability to project a positive and professional image of the City of Laredo.
- Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.
- Ability to comply with all City of Laredo's policies and procedures.
- Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of this position.
