Project Overview

Senior Project Manager (PM3) will support the Project Management Office (PMO) within the DTMB Enterprise Portfolio Management Office (EPMO). This role supports the Michigan Department of Treasury on a multi-year, high-priority City Tax Modernization initiative
, with additional interaction across state agencies including the Michigan Gaming Control Board (MGCB). The Project Manager will lead complex, large-scale IT and ERP initiatives in a fast-paced,
multi-vendor government environment
, supporting a hybrid workforce and engaging stakeholders at all organizational levels.

Key Responsibilities Project & Program Leadership
  • Lead and manage large-scale ERP and systems integration projects involving Oracle and/or SAP environments
  • Oversee technical teams responsible for system architecture and SaaS integrations
  • Manage multi-vendor delivery teams of 20+ members with complex dependencies
  • Provide PMO leadership, governance, and adherence to enterprise project standards
Planning, Execution & Control
  • Utilize the Project Portfolio Management (PPM) tool - Clarity to manage schedules, budgets, and resources
  • Develop and maintain detailed project plans and integration schedules exceeding 5,000+ lines
  • Monitor and control scope, schedule, cost, quality, risks, and resources
  • Create and execute Corrective Action Plans (CAPs) for projects in yellow or red status
Communication & Stakeholder Management
  • Prepare and deliver executive-level presentations and status reports
  • Ensure clear, timely, and accurate communication with project sponsors, executives, agency partners, and DTMB leadership
  • Facilitate collaboration and consensus across business and technical teams
  • Manage interfaces and communications with other state agencies
Governance, Risk & Change Management
  • Ensure compliance with the SUITE Project Management Methodology (PMM) and System Engineering Methodology (SEM)
  • Lead formal Change Management processes, ensuring proper approvals for scope, schedule, or budget changes
  • Maintain and manage project artifacts including:
    • Project Charter
    • Project Schedule & Budget
    • Communication Plan
    • Risk & Issue Logs
    • Status Reports
    • Change Requests
    • Project Closeout Documentation
  • Review vendor contracts and actively manage vendor deliverables and approvals
Required Experience & Qualifications
  • 10+ years of global ERP project management experience (Oracle and/or SAP)
  • Proven leadership of large teams (20+ members) and enterprise-scale budgets
  • 7+ years of formal IT project management experience following industry best practices
  • Demonstrated success delivering projects on time and on budget
  • 7+ years managing project budgets, schedules, risks, issues, and change requests
  • 5+ years using project portfolio management tools (e.g., Clarity)
  • 5+ years of advanced MS Project usage
  • Experience managing multi-vendor environments
    , preferably within government
  • Experience with COTS implementations and SaaS integrations
  • Prior Developer or Senior Technical Project Manager background

  • Project Management Professional (PMP) certification
