We are seeking a senior-level IT Business Analyst to support mission‑critical applications for a large public‑sector environment. The role collaborates closely with business stakeholders, IT teams, and vendors to gather requirements, analyze business processes, and support system and application initiatives.

• Lead business analysis activities for complex IT initiatives
• Collaborate with business and IT stakeholders to define business and system requirements
• Develop and document functional, technical, and business requirements
• Support RFP development, including requirements documentation and cost estimates
• Perform impact analysis and establish action plans
• Develop and support test strategies, test plans, and test cases
• Create process models, use cases, swim lanes, and sequence diagrams
• Act as liaison between vendors, technical teams, and business users
• Identify risks and issues and elevate appropriately
• Support strategic IT initiatives and enterprise planning efforts

• Strong knowledge of business analysis methodologies and process modeling
• Experience with SDLC methodologies (Agile, CMMI, or similar)
• Experience documenting business, functional, and technical requirements
• Experience in project estimation, planning, and forecasting
• Strong understanding of application development environments and tools
• Proficiency in MS Office, MS Project, and Visio
• Experience drafting RFP requirements for IT solutions and services
• Ability to perform project‑level analysis and documentation
• Strong analytical, problem‑solving, and decision‑making skills
• Excellent written and verbal communication skills
• Ability to work effectively with technical and non‑technical stakeholders
• Experience coordinating testing activities with business SMEs

Bachelor’s degree preferred; degree in Computer Science, Information Systems, IT, Project Management, Mathematics, or related field preferred.
