Position Summary

Responsible for monitoring compliance with the federal Clean Air Act, State of Michigan Air Pollution Control Rules, and local air quality ordinances as they pertain to BWL operations. Provides technical assistance and utilizes data analysis to develop effective solutions to various compliance needs. Supports project work to ensure compliance with air quality regulations including planning, coordination, investigations and permitting. Develops and implements procedures that minimize deficiencies and ensure compliance with existing air quality rules and regulations.

Functions
  • Develops, implements, and maintains procedures and programs designed to minimize deficiencies and ensure compliance with existing air quality laws, regulations, licenses, permits, and ordinances pertaining to the organization’s facilities.
  • Identifies potential or actual areas of non‑compliance through personal onsite inspections, review of operation data, maintenance records, or testing.
  • Prepares accurate and concise technical reports based on the interpretation of data, observations and current regulations regarding inspection findings and recommendations for corrective action.
  • Prepares compliance reports for regulatory agencies regarding BWL’s compliance status with various air permits and plans.
  • Manages all aspects of BWL’s stack sampling program including planning, scheduling, completion of onsite testing and final reporting.
  • Reviews emissions data from continuous emissions monitoring systems (CEMS) and prepares emissions reports.
  • Prepares and updates air permits and related plans (e.g., malfunction abatement, preventative maintenance, startup/shutdown, compliance assurance monitoring, fugitive dust control) and maintains emissions inventories.
  • Performs calculations and analyzes data in support of applicable air permits and projects.
  • Determines air permit/NSR applicability for new equipment and modifications or maintenance of existing equipment.
  • Reviews applicability and determines compliance strategy for new or revised regulations including NSPS and NESHAP.
  • Responds to Violation Notices and negotiates final orders and agreements with regulatory agencies to address non‑compliance.
  • Prepares and gives presentations to other processes, upper management, regulatory agencies and citizen or environmental groups.
  • Solicits and evaluates bids and recommends awards from outside vendors, contractors and consultants for the best evaluated bid based on specification compliance, delivery, cost and other applicable information or criteria.
  • Has controlled contact with regulatory agencies, consultants, contractors, suppliers, and other utilities.
  • Provides training to Operations Staff regarding air permits, plans and other regulatory responsibilities.
  • Requires following BWL Safety Manual and wearing required personal protective equipment.
  • Attends all safety training as required by supervisor, BWL or governmental agency.
Job Specifications
  • Bachelor of Science degree or equivalent in Environmental Science curriculum, Engineering, or related field and a minimum of seven years professional experience in related field required;
    Master’s in an environmental science related field with a minimum of five years of experience would be equivalent; or equivalent combination of education and experience.
  • Working knowledge of state and federal air quality regulations including the CAA, NESHAP, NSPS as well as Title V and NSR permitting requirements, CEMS operation and reporting, emissions calculations and inventory, emissions testing, emission control technology, environmental management systems, data management, and compliance monitoring and auditing.
  • Basic knowledge of core operating processes.
  • Possess excellent written and verbal communication skills, with ability to effectively communicate with technical and non‑technical audiences.
  • Basic working knowledge of commercial office computer software.
