REQUEST FOR PROPOSALS (RFP)
In-House Attorney Services
Northern Arapaho Tribe

1. INTRODUCTION The Northern Arapaho Tribe (Tribe), a federally recognized sovereign Indian tribe located on the Wind River Reservation in Wyoming, is soliciting proposals from qualified attorneys or law firms to serve as In-House Counsel. The selected provider will support the Tribe’s legal needs, promote lawful and efficient governance, and advise Tribal leadership on a wide range of legal matters while protecting and upholding the Tribe’s sovereign authority and cultural values.
2. SCOPE OF WORK

The selected In-House attorney will perform duties including, but not limited to, the following:

A. General Legal Advice

  • Provide legal advice and counsel to the Northern Arapaho Business Council (NABC) and Tribal programs
  • Attend NABC meetings and executive sessions as requested
  • Provide timely written and oral legal opinions on matters affecting Tribal operations and governance
  • Draft and review NABC resolutions and action memoranda
  • Manage consultants operating at the direction of NABC
  • Draft, review, and negotiate contracts, memoranda of understanding (MOUs), intergovernmental agreements, leases, and licenses
  • Review and advise on personnel actions, policies, and employment matters
  • Ensure Tribal actions comply with applicable laws and Tribal codes
  • Assist in Tribal code development, revision, and legislative updates

B. Litigation and Dispute Resolution

  • Represent the Tribe in administrative proceedings, civil litigation, and regulatory matters
  • Coordinate with outside counsel on complex or specialized litigation matters
  • Advise on dispute resolution strategies and settlement negotiations
  • Represent the Tribe before federal, state, and Tribal forums as appropriate

C. Regulatory and Compliance Matters

  • Provide guidance on federal Indian law, Tribal law, employment law and environmental law
  • Ensure compliance with federal grant requirements and funding regulations
  • Advise on federal and state regulatory compliance issues
  • Monitor legal developments impacting Tribal operations and sovereignty

D. Economic Development and Tribal Enterprises

  • Provide legal support for tribally owned enterprises and business entities
  • Advise on corporate governance, business formation, and commercial transactions

E. Confidentiality and Sovereignty

  • Uphold and protect the Tribe's sovereign immunity and jurisdictional authority
  • Maintain strict confidentiality of all privileged and sensitive information
  • Advocate for the Tribe's rights, interests, and self-determination

The successful attorney or firm will serve as the Tribe's primary legal resource and will be expected to provide comprehensive legal support on an as-needed basis. The Tribe does not guarantee a minimum number of billable hours or workload.

3. MINIMUM QUALIFICATIONS
  • Juris Doctor (JD) from an ABA-accredited institution, with preference for a Federal Indian Law Certificate
  • Licensed to practice law in good standing in any U.S. jurisdiction
  • Wyoming Bar membership or eligibility to obtain Wyoming Bar admission is strongly preferred
  • Admitted to the Wind River Tribal Court (or willing to immediately apply)
  • Five (5) or more years of experience in federal Indian law, Tribal governance, or public-sector law
  • Experience working with Tribal governments, enterprises, or Native communities
  • Strong writing, communication, and organizational skills
4. PROPOSAL REQUIREMENTS

Proposals must include the following components:

  • Statement of interest in serving as In-House Counsel to the Northern Arapaho Tribe
  • Summary of qualifications and why the respondent is suited for this role
