Employee Relations Specialist

Location:

Fairfield County, Ohio

Regular hours: 8:00 a.m. – 4:30 p.m., 37.5 hours/week.

Job Overview

This is specialized administrative work under the direction and supervision of the Assistant Superintendent. An employee of the Fairfield County Board of Developmental Disabilities must comply with all Board policies, respect the dignity of all individuals served, and observe their rights. The job incumbent must clarify the mission of Fairfield DD and support its vision of helping people toward greater independence.

Responsibilities

Hiring Process (35%)
  • Oversees job posting process, ensuring positions are posted internally and externally as designated, posts and removes vacancies.
  • Adds job postings to Ohio Means Jobs, OACB, ODE, Linked In, Indeed, and other required sites; monitors postings daily.
  • Assists with or participates in recruitment efforts.
  • Interviews applicants for county board substitute positions, discusses candidates with the Assistant Superintendent, completes reference checks, and, if appropriate, issues new hire offer letters and paperwork.
  • Performs required pre‑employment checks (BCII, driving record, Nurse Registry, DODD Abuser Registry).
  • Assists with the new hire process, reviews qualifications, forwards to the Assistant Superintendent, and conducts candidate interviews.
  • Prepares offer letters and management contracts; reviews new employee paperwork, enters it into the payroll system, and submits to the fiscal office.
  • Ensures new employees complete all required training videos, paperwork, physical examinations, etc.; enters staff into Rapback system and maintains it through employee separation.
  • Prepares and distributes notices to candidates not hired; verifies personnel information in the information management system.
  • Oversees 90‑day new‑hire surveys, provides support, tracks trends, and identifies improvement areas.
  • Coordinates annual Stay Interviews, summarizes results for Executive Leadership, and follows up with supervisors as needed.
  • Initiates all termination paperwork, schedules or conducts exit interviews, and ensures supervisors complete the Employee Separation Checklist.
  • Processes all required paperwork according to Fairfield DD policies, procedures, and auditor office requirements; provides information to the fiscal office for promotions, separations, and contract changes.
Employee Relations (25%)
  • Develops and maintains proactive employee relations strategies to ensure fair treatment, motivation, and quality service.
  • Acts as liaison between employees and managers, advising on policies, procedures, and practices that promote loyalty and engagement.
  • Conducts disciplinary hearings and consults with supervisory staff on disciplinary investigations and work‑rule violations.
  • Executes HR‑related initiatives, including audits of processes/procedures and compliance.
  • Conducts grievance hearings, assists with arbitrations, ULP charges, and other hearings as needed.
  • Conducts administrative investigations into complaints, discrimination, and misconduct allegations.
  • Oversees employee relations regarding labor employment concerns.
  • Assists in preparing Fairfield DD responses to investigations by the EEOC, civil rights commission, U.S. Department of Labor, state examiner, and other agencies.
  • Develops and conducts training sessions on contract interpretation, disciplinary actions, and related supervisory topics.
Human Resources Functions (25%)
  • Processes Workers’ Compensation paperwork and maintains the accident/illness database.
  • Monitors FMLA applications and usage.
  • Assists with the evaluation process, staff development planning, and provides assistance as requested.
  • Assists staff with ODE and DODD certification applications.
  • Creates and updates position descriptions; distributes for employee signature and archives signed originals.
  • Maintains all position descriptions on the server, ensuring accuracy and currency.
  • Provides leave balances upon request.
  • Maintains Organizational Tables for Fairfield DD.
  • Performs annual employee verifications (moonlighting, driving record, insurance check, etc.).
