About The Work Unit

The Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from various departments and partner agencies that analyze threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, and dissemination for the Colorado Department of Public Safety (CDPS).

Infrastructure Protection And Cyber-security The infrastructure protection and cyber-security programs promote greater resiliency of government, non-government, and private-sector facilities, systems, assets, and employees through prevention, protection, mitigation, response and recovery strategies. The program aims to expand information sharing opportunities, enhance data collection and threat reporting to produce actionable intelligence, provide training and awareness, and adopt a defense-in-depth strategy to assure the resiliency of Colorado communities and state government infrastructure.

Under the CIAC’s Infrastructure Protection program, the Whole of State initiative allows the State of Colorado to maintain an inventory of critical infrastructure nodes and facilities and a database used by emergency management officials during significant events. Cybersecurity analysts support Colorado’s Whole of State cybersecurity effort and work to identify and investigate threats, provide timely information, and support cyber assessment, incident response, and program maturity growth.

About

The Position

The Infrastructure Protection Analyst serves as a critical infrastructure specialist within CIAC, DHSEM. The position evaluates, analyzes, and produces intelligence products to assess potential vulnerabilities to Colorado’s critical infrastructure. The role communicates with leadership and partners on research methodology and analysis. This position supports the Whole of State Critical Infrastructure initiative and provides finished intelligence to all stakeholders.

Responsibilities

Whole-of-State Critical Infrastructure Assessor Skills and Analysis

  • Support physical security site assessments of Colorado’s critical infrastructure (as defined by the U.S. Department of Homeland Security for each sector).
  • Implement and perform tasks of the CIAC Critical Infrastructure Protection Program for gathering and analyzing data, developing reports, and disseminating information to appropriate partners.
  • Utilize knowledge to gather and analyze information to develop reports for private, local, state, tribal or federal partners.
  • Collaborate with other analysts, investigators, and external partnering agencies.
  • Research and share Whole of State initiatives, intelligence, and analysis with partners; share program capabilities related to DHSEM.
  • Review and analyze information from the CIRT tool.
  • Compile information and assess potential vulnerabilities of government buildings to various threats; evaluate impact of changes to systems and procedures.
  • Assess current literature for information indicating emerging threats to Colorado critical infrastructure.
  • Evaluate vulnerabilities identified in other states to identify potential risks for Colorado, considering different definitions and processes across agencies.
  • Working knowledge of GIS principles, data collection, manipulation, and cartography; perform general geospatial analysis to support decision-making and identify geographic patterns.
