Regional Director of Alternative Delivery – T&I

Job Description

The Regional Director of Alternative Delivery is entrusted with supervising both the pursuit and execution phases of design delivery for heavy highway and transportation projects pursued through fixed‑price design/build, public‑private partnership, or progressive design‑build procurement methods. They ensure that all design tasks are completed successfully, manage multidisciplinary teams of in‑house and subcontracted designers, coordinate with contractor and concessionaire teams to achieve project goals, adhere to schedules and budgets, and engage with owners and third parties to facilitate timely approvals.

This position can be based out of any WSP office in Utah, Colorado, New Mexico, or Arizona. The role requires frequent site visits and travel as needed.

Your Impact
  • Work closely with WSP’s National Director of Alternative Delivery on business and program/project strategy, partnerships, and staff recruitment and retention.
  • Oversee and direct both the pre‑ and post‑award execution phases of complex transportation projects that are procured with alternative delivery methods.
  • Supervise, mentor, and assign tasks to teams of engineers and technical staff while monitoring progress and providing technical guidance.
  • Engage collaboratively with contractors, concessionaires, sub‑consultants, owners, and additional project stakeholders to ensure effective integration of design and construction activities and secure timely approvals from relevant third parties.
  • Conduct thorough reviews and grant approval of design plans, specifications, and calculations, ensuring adherence to all relevant codes, standards, and industry best practices.
  • Establish and maintain rigorous project‑wide quality control protocols and coordinate interdisciplinary design evaluations.
  • Serve as the primary point of contact for contractors regarding design topics, ensuring effective taskforce meetings and collaborative team reviews.
  • Lead the team in defining the project's scope, schedule, and associated fees from initial pursuit through post‑award delivery; track progress, manage budgets, identify risks, and update senior management.
  • Prepare design documentation for permit submissions, ensuring compliance with applicable local, state, and federal regulations.
  • Promote the use of Alternative Technical Concepts (ATCs), innovative design solutions, and new technologies to enhance project outcomes.
Who You Are
  • Bachelor’s degree in civil engineering or related field.
  • Professional Engineer (PE) license required; working technical proficiency in complex structures preferred.
  • Minimum of 12+ years of post‑education experience in a role within the transportation and civil engineering industry.
  • Minimum 10 years of progressive experience in roadway design and project management, with at least 3 years in a design‑build environment.
  • Strong understanding of Digital Delivery including Digital Twins and integrated design software (e.g., Bentley Open Roads, Infrastructure Cloud, etc.) and project management tools (e.g., Microsoft Project or Primavera P6, etc.).
  • Strong understanding of DOT standards, AASHTO guidelines, and other relevant regulations.
  • Advanced proficiency in analytical, organizational, and business acumen to bridge business and project management.
  • Advanced proficiency with critical thinking, problem‑solving, interpersonal and communication skills.
  • Excellent self‑leadership with attention to detail, multi‑tasking, and adaptability to dynamic work environments.
  • Works independently and provides guidance and leadership to mid‑level to senior‑level team members, with strict adherence to QA/QC.
  • Ability to work collaboratively in a fast‑paced, multidisciplinary team environment.
  • Proven track record of upholding workplace safety and adherence to WSP’s health, safety, and harassment policies.
  • Strong ability to quickly adapt to change and demonstrate flexibility to meet project‑specific needs.
  • Occasional travel may be required depending on project‑specific requirements.
