JOB SUMMARY

Position provides professional-level technical contract and construction oversight for the Operational Services Branch including planned infrastructure replacements, sustainability building related repairs, and capital improvement projects. This position oversees construction activities, specifically those related to sustainability and green building design, to ensure workers are building infrastructure and installing equipment to necessary standards for a high-performance building. The position works with consultants regarding project design and development review;

and confers with developers, engineers, architects, landscape architects and contractors. The position will serve as project manager on capital improvement projects including oversight of all phases from design to completion. The position has significant internal and external contact with others requiring effective interactions and communications.

Essential Duties and Responsibilities

Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation.

  • Performs project and construction management for assigned projects to include buildings and other capital projects involving review of design documents, construction plans, specifications, legal documents, contract documents, technical reports, project schedules, and project cost estimates.
  • Reviews construction plans, designs and specifications pertaining to projects; makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.
  • Represents and protects City interests in all phases of development projects.
  • Administers and inspects development of capital projects ensuring contract specifications and project design intent are adhered to by contractor.
  • Coordinates work on projects with contractors, subcontractors, utilities, other agencies, and other City departments.
  • Responsible for project compliance with applicable codes, laws, regulations, rules, standards, city permitting protocol and processes, policies and procedures, and safety procedures.
  • Manages project budgets; reviews monthly payments to consultants and contractors; conducts project management for all work performed; and reviews onsite progress relating to inspections and quality control.
  • Assists with preparation of Requests for Proposal (RFPs) for engineering services, design services, construction services, inspection services, maintenance services or other services, prepares bid packages; conducts pre-bid and pre-construction meetings, issues addendums to clarify questionable issues; participates in negotiation of scope of services and fees for professional services agreements.
  • Reviews plans and specifications prior to advertisement, assists with preconstruction conference, and pre-contract administration and provides oversight with construction development, building and facility construction/remodeling.
  • Skillful in negotiation and analysis of capital construction contracts. Ability to accurately assess the legitimacy of changes of work and associated costs for project changes.
  • Assists in preparation of written correspondence between City and contractors and maintains daily work progress logs on assigned capital projects.

  • Strong and in-depth knowledge of green building design, green construction, energy efficiency techniques and technology.

  • Ability to work with a diverse group of individuals ranging from professional engineers to job site laborers.
