definitionunder general direction, plans, organizes, participates, and manages the delivery of complex projects from the environmental phase through design and construction; supervises the work of project delivery staff, support staff, and consultant professionals from diverse backgrounds in planning, construction, engineering, architecture, grant administration, and landscape architecture; represents the department in meetings and presentations; manages project budgets, schedules, and scopes; performs other related work as necessary.

this is a management classification responsible for planning, organizing, and managing assigned programs, including the citywide capital projects program. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities. Incumbents serve as a professional-level resource for management on program activities. Successful performance of the work requires considerable independence, initiative, and discretion within broad guidelines.

- leads the planning, development, execution, and administration of the city’s capital improvement program.
- oversees the planning, design, permitting, and construction of city public works projects; prepare plans, specifications, and cost estimates.
- administers design and construction contracts by reviewing program reports, designs, specifications, estimates, invoices, and construction activities of firms under contract to ensure compliance with project scope and design criteria.
- prepares or oversees the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; negotiates and administers contracts after award; ensures contractor compliance with city standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required/allowed.
- collaborates and consults with other city departments, outside agencies, and the public.
- responsible for all phases required for assigned projects, including project initiation, consultant selection, planning, design, bidding, construction, and post-construction.
- directs consultants in the design and preparation of plans and specifications that meet project requirements and comply with city standards.
- monitors construction for conformity and compliance with plans, specifications, codes, and ordinances.
- manages projects during construction, including coordination with other city departments and preparation or evaluation of change orders, payment requests, punch lists, and reports.
- assists in preparation or evaluation of reports, studies, correspondence, long-range plans, or presentations, as required.
- prepares project budgets and schedules, and is responsible for monitoring, managing, and meeting approved budgets and schedules.
- participates in the development and administration of and oversees the division budgets.
- prepares/oversees project related grant funding applications; administers grant funding requirements; and initiates/secures grant funded reimbursements.
