Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups.

The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

Administers large moderately complex (sub) contracts. Maintains a continuing review of the progress of each (sub) contract and provides management with information regarding any financial, legal or technical difficulties. Prepares change orders and amendments, negotiates with (sub) contractors and customers to obtain settlement. Reports directly to the (Sub) contracts Manager.

• Implement the Division Responsibilities Matrix which records the Project’s agreed assignment of various (sub) contract management tasks and the Standard Work Process Procedures applicable to (Sub)
  Contract Administration.
• Administers assigned (sub) contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
• Coordinates with designated staff on operational activities affecting contractual rights and obligations, (sub) contract performance, (sub) contract administration and other major matters.
• Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
• Represents Bechtel in contractual discussions of moderate complexity.
• Administers information programs to ensure mutual understanding of (sub) contract terms and conditions.
• Prepares periodic status reports for management.
• Maintains internal contacts with managers and supervisors and participates in negotiations with customers.

• Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

• Experience working on large EPC projects (>$3 billion) in the oil and gas industry as a Subcontracts Administrator
• Basic knowledge of procurement regulations, policies and practices.
• Specialized courses or experience in pricing, contract law, negotiations and accounting.
• Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
• Demonstrated oral and written communication skills.
• Experience in developing contract types, fee arrangements and contract terms.
• Experience in developing and recommending potential solutions to contractual problems to management.
• Proficient in interpreting schedules to ensure that realistic milestones are established, that required activities occur on time, and that interface between activities is maintained.
• Skilled in oral and written communication skills regarding technical and production matters with both project and supplier personnel.
• Preferred – familiarity with construction scope of work (directs and indirects) associated to LNG and/or Petrochemical plants.

Work requires the physical ability to conduct field inspections including extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress).

Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (e.g. harness, life vest, lift buckets, etc.).
