The Department of Ecology is hiring a Senior Cap-and-Invest Tribal Grants Specialist (Environmental Specialist
5) within the Climate Pollution Reduction Program (CPRP).
- Headquarters Office in Lacey, WA.
- You must live within a commutable distance from the duty station.
- This position is eligible for telework and a flexible schedule.
- At least one day per week in the office is required.
- Schedules are subject to change based on position needs.

As the Senior Cap-and-Invest Tribal Grants Specialist, you will coordinate the implementation of Tribal grants appropriated by the legislature through the Climate Commitment Act (CCA). These grants support Tribes in climate-related activities such as developing clean energy programs, exploring carbon offset projects, consulting on CCA funding decisions, and other climate resilience and adaptation efforts.
What You Will Do- Provide expertise in grant program design, planning, administration, and management and recommend award decisions.
- Monitor Tribal grant program utilization, successes, and challenges and establish grant guidelines that further legislative intent.
- Advance state environmental justice practices through equitable investment of state grant funds.
- Determine lessons learned and best practices for future funding opportunity planning.
- Build awareness of other federal and state Tribal grant funding programs that complement CCA-related Tribal grant programs.
- Draft funding opportunity descriptions, application requirements, and eligibility criteria.
- Respond to community inquiries about Tribal grant opportunities.
- Work with the CPR Communications Manager to increase Tribal government awareness of the program and maintain the Tribal grant web pages.
- Coordinate Tribal grant activities with Tribal staff counterparts and provide technical assistance to grant applicants.
Ten years of experience and/or education as described below:
- Experience performing environmental-based work or duties of this position including one or more of the following:
- Environmental Grant Administration – manage full lifecycle of complex environmental grant programs.
- Tribal Government Relations and Consultation – demonstrated experience working with Tribes or Tribal governmental organizations.
- Communication & Coordination – develop and maintain effective working relationships with diverse partners.
- Outreach and Technical Assistance – success conducting outreach to underserved communities related to environmental issues.
- Experience must include demonstrated competence in the following skill sets:
- Critical/analytical thinking and problem solving to make decisions.
- Reviewing/assessing information and data to draw conclusions and recommend actions.
- Conducting research and performing data analysis on qualitative and quantitative data.
- Education in environmental, physical, natural sciences, or related discipline, or interdisciplinary studies related to the duties of the position.
- 10 years of experience.
- 9 years of experience AND 30-59 semester or 45-89 quarter college credits.
- 8 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
- 7 years of experience AND 90-119 semester or 135-179 quarter college credits.
- 6 years of experience AND a Bachelor’s degree.
- 4 years of experience AND a Master’s degree.
- 3 years of experience AND a Ph.D.
- Must possess and maintain a valid driver’s license.
