Fiscal Analyst 3 – Olympia, WA
This permanent position is internal to Washington State Parks and Recreation Commission and will close on February 27, 2026, by 2 p.m. PST.
In‑training opportunity:
The position may be filled at the Fiscal Analyst 3 level or as a 3 in‑training at the Fiscal Analyst 2 level depending on qualifications. Candidates hired at the Fiscal Analyst 2 level will be required to successfully complete an in‑training program prior to promotion to the goal class of Fiscal Analyst 3.

The Fiscal Analyst 3 is a senior‑level accounting specialist who assists in the training and development of fiscal‑related professional staff in financial methods and procedures, analyzes and reconciles complex financial data from a variety of external stakeholders, and supports the organization’s mission by ensuring payroll accuracy and ethical stewardship of the budget. This role offers hybrid telework flexibility but requires frequent on‑site attendance to meet business needs.

Key Responsibilities- Reconcile fund 035 GL 1324, 5111, 5124, 5145, 5189, 5194, and 5199.
- Independently analyze, interpret, and reconcile accounting data from Health Care Authority (HCA) and Employment Security Department (ESD).
- Assist in the training of new employees on payroll processes and programs.
- Prepare and enter A‑19 payments for lost or destroyed warrants, petty cash payments, and the associate Journal Voucher (JV).
- Process garnishments timely and collaborate with the Attorney General’s Office (AGO) and the Department of Social and Health Services (DSHS) when issues arise.
- Maintain and monitor the payroll system to ensure employees are paid correctly.
- Audit accuracy of distribution timesheets based on CBA, RCW, WACS, and FLSA rules, agency policies, and guidelines, and use the chart of accounts for coding verification.
- Work with employees to ensure benefits (medical, dental, life, long‑term disability, and retirement) are set up correctly in My Benefits and HRMS.
- Process shared leave donations according to established rules and regulations, calculate the amount donated, determine the value to the recipient, prepare the JV to transfer funds, adjust leave balances, and track donated leave balances for all parties.
- Track and monitor employees on protected leave such as FMLA, Shared leave, PFML, and LNI.
- Four (4) years of experience in accounting, auditing, or budgeting.
- At least 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
- Relevant education or a combination of relevant education and experience that equals up to four (4) years.
- Must have acquired 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
- Two (2) years of experience in accounting, auditing, or budgeting.
- Relevant education or a combination of relevant education and experience that equals up to two (2) years.
- Knowledge and experience in the State Payroll system (HRMS).
- Ability to adapt to new innovations and processes.
- Excellent customer service.
- For Fiscal Analyst 2: 18 quarter hours or 12 semester hours of college credits in accounting (required for Fiscal Analyst 3).
- Fiscal Reconciliation:
Proficiency in balancing intricate general ledgers and resolving complex financial discrepancies across multiple fund sources. - Complex Payroll & Benefits Administration:
Expertise in managing payroll for diverse employee groups, calculating specialty pay, and administering health, life, and long‑term disability benefits through systems like HRMS and My Benefits. - Audit & Quality Assurance:
High degree of meticulousness used to run proactive reports, audit peer processors, and maintain an audit trail for all fiscal actions. - Independent Decision‑Making:
