DSHS’s Home & Community Living Administration (HCLA) WA Cares Fund is hiring key team members now to assist as we move toward the statewide rollout of benefits. We are hiring a Creative Strategist (Senior Graphic Designer) to support the planning, design, development, and coordination of a wide range of graphic design projects that elevate our communication efforts and strengthen our visual storytelling.
Some Of What You’ll Do- Lead visual communication strategy for WA Cares by planning, managing, and producing design and video projects; overseeing division-wide design workflows; guiding staff who create informational materials; and advising leadership on multimedia needs and budget priorities.
- Serve as the primary graphic designer for a multidisciplinary communications and outreach team, owning visual strategy and execution across campaigns, publications, presentations, advertising, and statewide outreach materials.
- Develop and manage budgets for design, video, and advertising projects; monitor vendor contracts; and provide strategic recommendations to leadership on future biennium design-related budget needs.
- Conceptualize, direct, and implement high-visibility informational and advertising campaigns, including creative development, channel strategy, focus testing, and production of multimedia assets for statewide audiences.
- Manage and evolve the WA Cares brand by developing and enforcing brand guidelines, ensuring accessibility and legal compliance, creating translated materials, and training internal staff and partners on brand use.
- Coordinate with cross-agency and statewide partners to guide creative development, produce co-branded outreach materials, and support consistent, high-quality public-facing communication across diverse networks.
- Professional-level mastery of Adobe Creative Suite, including InDesign, Illustrator, Photoshop, Premiere Pro, and Acrobat Pro, with the ability to produce high-quality, accessible visual materials.
- Demonstrated experience conceptualizing, designing, and delivering user-friendly visual communication products across formats, platforms, and audiences.
- Advanced skill in video production and animation, including filming, editing, motion graphics, storyboarding, voiceover integration, and producing polished final videos for multiple channels.
- Proven ability to manage complex design projects for integrated campaigns, overseeing creative direction, timelines, deliverables, and alignment with strategic communication goals.
- Strong capability in developing effective creative strategies, advising leadership, and guiding staff, partners, and vendors on design best practices, brand alignment, and accessibility standards.
- Deep working knowledge of color theory, design principles, composition, and graphic design techniques, with the ability to apply these effectively within established brand and accessibility guidelines.
Those With
An associate's degree involving study in graphic design, arts, illustration or closely allied field/equivalent art school training.
OR
Four years of demonstrated/professional experience with graphic design, illustration or closely related field in a professional work environment.
OR
Equivalent education and professional experience.
