Overview
The City of La Habra is recruiting to fill the position of part-time Case Manager in the Employment and Training Division of the Community Services Department. This is a part-time position working approximately 28 hours per week. This position is grant-funded under the Workforce Innovation and Opportunity Act (WIOA) program and its duration is subject to continuation of grant funds. The Employment & Training Division’s program hours are 9:00 a.m. to 6:00 p.m. with staff available to provide services for all hours of operation.
Some weekend and after-hours work may be required.

Essential qualifications include strong knowledge of community resources and a sincere desire to help youth. The role requires problem-solving skills and a commitment to serving youth in the community.

AboutThe Division
The Employment and Training division, operating under the umbrella of the Orange County Youth Center, trains and prepares disconnected youth, ages 14-24, for workforce entry by coordinating academic and occupational learning opportunities. Program participants are linked with businesses, post-secondary education, and community-based organizations that provide training and guidance toward developing their career pathways and achieving self-sufficiency.
About The PositionUnder administrative direction, this position is responsible for recruitment, program eligibility determination, career counseling, job development, placement, local business coordination, and other duties associated with the administration of employment and training programs.
Examples of Duties- Responsible for outreach and recruitment of Orange County youth for enrollment into the Workforce Innovation and Opportunity Act (WIOA) Youth Employment Program.
- Provide support to each youth in social, emotional, and intellectual development.
- Perform program orientation for local youth, community and faith-based organizations, schools, parents, and businesses; attend community outreach events.
- Establish strong professional relationships with employers, clients, and culturally diverse adult and youth populations.
- Determine eligibility of customers according to Federal, State, and local WIOA policies and procedures.
- Schedule and conduct workshops including Work Readiness and various re-employment services workshops (e.g., resume and cover letter writing, interviewing skills, coping with job loss/crisis management, job search techniques).
- Administer assessments to support an objective assessment and an Individual Service Plan for each participant.
- Provide intensive file and case management, assisting participants in overcoming barriers to education, employment, or training.
- Collect and enter data into the statewide CalJOBS system.
- Develop jobs in private and public sectors to create employment opportunities for youth.
- Develop an understanding of program performance goals and apply knowledge to achieve positive outcomes.
- Attend all scheduled staff meetings, training sessions, and conferences.
- Travel as required to training sites and outstations for coordination of program activities.
