Summaryof Position
Under the direction of the Emergency Management Coordinator (EMC), supports the administrative, technical and preparedness activities of the city’s Emergency Management Program. This position is responsible for the development, implementation, monitoring, and modification of emergency preparedness plans and associated products. Coordinates the Office of Emergency Management (OEM) grant responsibilities for various grant programs as applicable by applying and writing grant applications, securing technical assistance as needed, and managing departmental grants received including all documentation, asset management, and audit requirements.
Responsible for enhancing and delivering public education programs and performs a variety of technical tasks relative to assigned areas of responsibility.
The minimum starting rate is $74,435 - $91,927.23/Annually* + Competitive Benefits (Eligible experience, education, and expertise may provide a greater starting base pay within the full pay grade).

- Creates and leads multi-cross disciplinary teams including internal and external partners in the development, implementation, monitoring, and modification of emergency preparedness plans.
- Provides administrative and technical support to the EMC in the continued development and maintenance of the city’s Emergency Management program.
- Maintains the city’s Emergency Management Plan (EMP).
- Prepares and submits reports/planning updates per local, state, and/or federal requirements as needed.
- Maintains the city’s Continuity of Operations Plan (COOP) and assists in the coordination of COOP activations.
- Coordinates and functions within the Incident Command System during emergency and non-emergency incidents including but not limited to major emergencies, disasters, training exercises, and special events.
- Serves as the Emergency Management Duty Officer on a rotational basis and monitors, evaluates, and recommends emergency preparedness related actions and precautions related to current hazards or threats; supports incidents involving multiple departments and agencies and high-profile public safety events.
- Provides administrative and technical support to the EMC to administer the Homeland Security Grant Program and the FEMA Hazard Mitigation Assistance programs to include researching, drafting, and submitting grant projects; maintains documentation, asset management, and audit requirements; completed required reporting.
- Prepares and delivers public education presentations designed to enhance awareness and foster personal preparedness among citizens, civic and other local organizations, businesses and industry.
- Provides administrative and technical support in the facilitations and coordination of training and exercises involving various city departments, and local, state, and federal partners, and multiple external organizations.
