Database Administrator
The purpose of this classification is responsible for the implementations, maintenance and operational support of the respective partner organizations’ mission-critical GIS database systems (Primary: Oracle, Secondary: Sql Server). Duties include, but are not limited to, conducting performance monitoring, optimizations, and tuning as needed; ensuring database availability, scalability, and overall performance; implementing backup and recovery procedures and disaster recovery strategies; and performing additional duties as assigned by the Geographic Information Officer.
EssentialFunctions
- Ensure effective and efficient database backup and recovery, database creation, database upgrades, and database security.
- Maintain users/rolls/permissions management, performance analysis and tuning, and SQL Log monitoring.
- Troubleshoot databases; create database objects; provide database technical support to developers, system administrators, and end users of various KGIS organizations and their departments.
- Administer the ESRI ArcGIS SDE tier of applications that integrate with the relational database management system.
- Proactively conducts performance monitoring, optimizations and tuning as needed.
- Ensures that the database records are accurate, kept current, and that they conform to standard conventions.
- Provides database related support for application development personnel of City, County, KUB, Knoxville-Knox County Planning and KGIS;
Architects applications and application changes to support workflows throughout the City, County, KUB, MPC and KGIS, training them on the data quality verification procedures. - Provides primary support for all desktop applications to personnel within the City, County, KUB, Knoxville-Knox County Planning and KGIS; acts as backup to System Administrator when needed.
Recommends and develops GIS data warehouse infrastructure architecture (based upon industry Best Practices and specific needs of business workflows of the supported organizations). - Builds and follows software currency strategies (upgrades and patch management);
- Leads or participates in problem resolution and recovery processes during an outage situation.
- Responsible for significant amounts of translation of data from the various KGIS partnerships, which include adjacent Counties and Utilities, along with private data providers, and ensures its proper incorporation into the KGIS databases.
- Oversees data security and access restrictions as part of KGIS’s gatekeeper role to the various agencies and organizations.

Bachelor's Degree - Certifications (Required By Hire):
None - Certifications (Required After Hire): GISP Certification within 12 months

Oracle DB Admin Certification preferred
Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.

Job Functions:
Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office - Ensure regular, punctual attendance during scheduled work hours.
