Position: Control Systems Engineering Manager (Job number: 1455)

Job Overview

We are seeking a Control Systems Engineering Manager to join our federal team supporting the Oak Ridge, TN office. In this role you will lead the technical approach and scope development for HVAC controls/Building Automation System projects at the Oak Ridge National Laboratory, encompassing controls engineering, project estimating, execution, and maintaining relationships with customers and contractors. JCFS works closely to meet the cooling needs of the world’s fastest Supercomputer while delivering on customer expectations across the site.

  • Pay: Flexible salary plus bonus, negotiable based on experience.
  • Location: Oak Ridge National Laboratory. Relocation assistance provided if needed.
  • Benefits: Eligible for benefits on the first day of employment.
  • Vacation: 3 weeks paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks total).
  • Travel Required: Limited. Primary work is supporting the Oak Ridge National Laboratory locally.
Responsibilities
  • Lead multi‑disciplined teams of technicians, subcontractors, and chiller mechanics for large, complex projects across various technologies and protocols, with strong HVAC and building controls skill sets. Primary customers are Federal Government agencies.
  • Lead the technical approach and solutions for proposals and programs.
  • Employ practices and develop processes to ensure cost‑effective engineering while providing consistent delivery and customer satisfaction.
  • Establish and implement continuous improvement measures to increase productivity within the team and across the Federal organization.
  • Responsible for annual M&V reports, data collection, and customer presentations.
  • Support regional teams with engineering drawings and Metasys programming.
  • Manage subcontractors, write scopes of work, provide estimates, and supervise the installation of assigned projects.
  • Manage assigned projects and schedule the workload of the team. Prioritize work, supervise and coordinate projects to ensure progress and timely completion of engineering deliverables. Provide timeframe estimates for project management for job cost evaluation. Support forecasting and billing activities as needed.
  • Develop, implement, monitor and communicate the Systems Engineering team processes, strategies and standards. Lead the development of engineering cost estimates and detailed technical proposals during project development phases.
  • Develop and maintain relationships with customers. Serve as the main interface with customer technical leadership as the technical voice of our Federal business. Analyze customer requirements and requests.
  • Partner with teams to ensure timely delivery of engineering and project deliverables to maximize successful execution of projects.
  • Seek out new and creative applications and operational techniques. Implement improvements in the processes, facilities, tools and equipment to improve quality, reliability, productivity, and to provide leading‑edge technologies.
Required Qualifications
  • 5+ years of progressive responsibility in the construction or building technologies industry.
  • Prior experience in the leadership of technical engineering groups.
  • Strong written and verbal communication skills, especially in presentation of technical material.
  • Ability to obtain and maintain required government security clearances and badges as required.
Preferred Qualifications
  • Past experience working with designs for Federal Government customers incorporating Federal specifications, Federal Acquisitions Regulations, and government protocols.
  • Recognized as a leading expert in several core engineering competencies.
  • Understanding of accounting principles and cost management.
  • Metasys programming experience.
Preferred Education
  • Bachelor’s Degree in Engineering or a related field, or equivalent experience.
