Overview

The CEI Technician is responsible for onsite inspections of construction projects to ensure the contractor’s compliance with contract documents, construction specifications, state guidelines, and owner specifications. The role supports and collaborates with Project Managers and mentors CEI Technician I.

Essential Functions
  • Supports work of Project Managers throughout the project cycle.
  • Records, measures, and verifies quantities.
  • Reviews Request for Payments and invoices, provides approval and sign‑off.
  • Maintains daily logs and field books (electronic or hardcopy) of construction progress, site visitors, problems, and resolutions.
  • Applies information to owner regarding project progress and problems.
  • Attends or may conduct progress meetings to discuss status and problems.
  • Inspects roadway materials used by the contractor to ensure all materials conform to owner specifications.
  • Performs testing of construction materials (concrete, asphalt, soils, etc.) as required by owners specifications.
  • Creates and approves contract change orders based on field modifications.
  • May create newsletters showing project status and progress.
  • Works to meet and exceed client needs throughout the project.
  • Consults with supervisor to determine project details, such as plan preparation, acceptance testing, and evaluation of field conditions.
  • Directs work and trains CEI Technician I and other field inspection staff as needed.
  • Reports maintenance problems occurring at the project site to supervisor and collaborates to resolve issues.
  • Responds to client suggestions and complaints.
  • Engages in self‑education and training to stay current with industry trends and changes.
  • Performs responsibilities consistent with ethical engineering standards as outlined in the company handbook.
  • Writes staff reports, letters, and reports on construction activities as needed.
  • Maintains awareness of roadway safety hazards while operating company vehicles and monitors safe practices.
  • Performs any other duties or responsibilities as assigned.
Knowledge, Skill, and Ability Requirements Knowledge
  • DOT Standard Specifications for Road and Bridge Construction and related regulations.
  • Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • State or local construction and building guidelines.
  • Roadway reconstruction, rehabilitation, and pavement management practices.
  • Construction bridge inspection experience preferred.

Minimum Qualifications
  • High school diploma or equivalent and four years of experience in building construction.
  • Technical school graduate with at least two years of experience in building construction.
  • Valid state‑issued driver’s license and required auto insurance.
  • OSHA 10‑Hour Construction certification and required testing certifications (concrete, asphalt, soils, etc.).
Physical Demands
  • Frequent use of a computer for several hours at a time.
  • Requires communication via in‑person, phone, and email.
  • Occasional field testing procedures requiring movement, ladder use, and barrier handling.
  • Requires vision ability for testing equipment and safety signs.
  • Ability to transport plans and testing equipment up to 50 pounds.
Work Environment
  • Indoor office environment with potential exposure to noise, poor lighting, fumes, or dust.
  • Must be able to deliver to construction sites in a vehicle.
  • May be exposed to various weather conditions and/or extreme temperatures.
  • May work near moving mechanical parts and heavy equipment.
  • Noise level can range from quiet to loud.
