The Bloor‑Yonge Capacity Improvements Project is a significant undertaking by the Toronto Transit Commission (TTC) to expand and modernize Bloor‑Yonge station – Canada’s busiest subway hub.

Position: Permits, Licences, Approvals & Agreements (PLAA) Manager (Toronto, ON)
Responsibilities:
- Lead all permit, licence, approval, and agreement activities in accordance with the Project Agreement and Development Phase Agreement.
- Develop and manage the project‑wide PLAA strategy and registry.
- Act as the primary interface with the City of Toronto, utilities, and provincial and federal regulators.
- Integrate approval requirements into design development, construction sequencing, and project schedules.
- Manage approval risks, inspections, compliance tracking, and closeout activities.
- Secure all interim, substantial, and final approvals required for project completion.
Education and Experience:
- Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, Environmental Engineering, or a related discipline.
- 10+ years of experience managing permits, licences, and approvals on large, complex construction or infrastructure projects in Toronto or the GTA.
- Demonstrated experience working directly with City of Toronto departments, provincial regulators, and utilities.
- Experience in transit, heavy civil, or dense urban construction projects is strongly preferred.
- Deep experience working directly with municipal authorities, utilities, and regulatory agencies.
- Experience on P3, Progressive Design‑Build, or Design‑Build projects strongly preferred.
- Proven ability to lead multiple concurrent approvals under aggressive schedules.
- Strong stakeholder management, communication, and negotiation skills.
