The Supervisor of Public Relations manages communications relating to construction and development projects, ensuring that customers, stakeholders, and community partners are informed and engaged throughout Toho’s infrastructure work. The Supervisor also oversees senior-level PR team members, provides leadership and mentorship within the department, and serves as the acting lead in the absence of the Director.
This role combines hands-on communications management with leadership responsibilities, contributing directly to Toho’s mission of delivering reliable water services and strengthening community connections.
Public Information Leadership- Serve as Toho’s Public Information Officer, manages public messaging for construction, development, and infrastructure-related communications.
- Act as secondary spokesperson as needed, ensuring messages are clear, consistent, and aligned with Toho’s brand and values.
- Provide proactive communication strategies to support major capital projects and customer-impacting initiatives.
- Lead the planning and execution of communications related to construction and development projects, including timelines, customer impacts, and community outreach.
- Develop and maintain project-specific communication plans, FAQs, and customer updates.
- Engage with residents, businesses, developers, and community stakeholders to address questions and concerns related to construction activity.
- Supervise, mentor, and support direct report(s), fostering professional development and collaboration.
- Serve as second-in-command within the PR department, acting as departmental lead in the absence of the Director.
- Collaborate with other PR staff to ensure workload balance, alignment of communications efforts, and achievement of department goals.
- Actively participate in crisis communications, including water main breaks, boil water notices, service disruptions, and community-impacting events.
- Draft, review, and disseminate customer notices, media releases, and internal updates during emergencies.
- Coordinate with operations, customer service, and executive leadership to ensure consistent messaging during high-impact incidents.
- Support the Director and PR team in developing long-term communications strategies that advance Toho’s mission, values, and reputation.
- Assist in implementing community relations initiatives, special projects, and public engagement campaigns.
- Contribute to messaging that reflects Toho’s commitment to transparency, service, and community partnership.
- Strong writing, editing, and verbal communication skills, with the ability to tailor messages for diverse audiences.
- Experience leading communications in crisis or high-pressure situations.
- Familiarity with construction, infrastructure, or utility industry communications a plus.
- Strong organizational skills and ability to manage multiple projects simultaneously.
- Proficiency in communications tools, including media monitoring, social media management, and content creation platforms.
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:
Education & Experience- Bachelor’s degree in communications, Public Relations, Journalism, Marketing, or related field required.
- Minimum 7 years of progressively responsible experience in public relations, communications, or related field.
- Supervisory or team leadership experience required.
