Planning System Supervisor and Gazetteer Custodian (Development Management)
35 hours per week. Temporary position up to 31 March 2027.
£37,542 – £41,010 per annum (including Distant Islands Allowance). We are happy to talk flexible working, where possible.
A temporary opportunity covering maternity leave within the Development Management Service. The role carries out the duties of a Planning System Supervisor and Gazetteer Custodian, delivering the technical requirements of the Council’s planning database, property and street naming, Corporate Address Gazetteer duties and other technical support.
Responsibilities- Systems administration forms the basis of the System Supervisor role, providing first line support for database, ePlanning, document management systems and geographical datasets; resolving technical issues and liaising with software providers regarding maintenance and upgrades.
- Act as the local custodian of the Local Land Property Gazetteer, ensuring the Council meets its obligations in connection with One Scotland Gazetteer and managing links between the Corporate Address Gazetteer and other gazetteers.
- Manage the street naming and numbering functions of the Council.
- Provide other technical support to the Development Management function, including monitoring approved developments and submitted documentation in relation to proposed and ongoing development, and the assessment and determination of notifications and applications.
- Manage Development Management processes within appeals and local reviews.
- Produce performance statistics submitted to the Scottish Government.
- Knowledge of IT systems and experience in database and/or gazetteer management.
- Ability to read and interpret plans and knowledge of building and development issues.
- Robust analytical and problem‑solving skills, delivering high‑quality work to tight deadlines.
- Experience of Development Management procedures, Geographical Information Systems, UK ePlanning service, and street naming and numbering (desirable).
- Qualification at SCQF level 8/9 – e.g. SVQ4, HND, General Degree, Higher Apprenticeship, Technical Apprenticeship in a relevant discipline (IT, Administration, Planning or Geography).
- Minimum of 5 years’ previous relevant experience.
- Eligibility for Level 1 Disclosure Scotland clearance.
- Ability to travel efficiently and effectively between various work locations within Orkney.
