Service Manager (Roads and Grounds)

Orkney Islands Council – Permanent, 35 hours per week
Salary: £60,883 - £66,321 / £33.36 - £36.34 per hour (including Distant Islands Allowance)

Overview

Orkney Islands Council is looking for an experienced roads professional with the drive, vision, and commitment to advance the future road asset management strategy and ensure services reflect the needs of the local communities, the current and future regulatory and legislative environments, and provide best value to the Council.

Key Responsibilities
  • Lead the strategic direction of road asset management, balancing pressurised budgets with the need to manage condition and minimise deterioration.
  • Ensure operational processes and procedures achieve best value for money and reflect best practice, working with Operations and Support team managers to identify appropriate solutions.
  • Collaborate with Service Managers from Environmental Services, Engineering Services, and Fleet to develop a mature, long‑term strategic vision for Infrastructure Services.
Qualifications and Experience
  • Extensive practical experience in a roads environment, including detailed knowledge of regulations, specifications, and materials related to construction and maintenance of road projects.
  • Experience supervising civil engineering or roads projects, with broad knowledge of CDM regulations and health and safety legislation.
  • Significant strategic experience and the ability to identify and implement organisational improvements.
  • Relevant management experience and proven ability to lead and manage teams within an operational environment.
  • Excellent communication and facilitation skills.
  • Unwavering focus on excellent customer service.
