Job Description
Performs difficult semiskilled work in the construction, maintenance and repair of public facilities, buildings, grounds, streets, utilities and related facilities, and related work as required. Work is performed under the limited supervision of the assigned Crew Supervisor. Full supervision is exercised over subordinate Maintenance Workers.
Essential Functions- Perform a variety of semiskilled manual labor tasks in the maintenance and repair of public facilities, grounds, streets, utilities and related facilities.
- Assist with the installation of storm sewers and drainage lines; assist with the construction and maintenance of utility lines and facilities; make water and sewer taps.
- Repair and replace fire hydrants.
- Perform a variety of semiskilled tasks in maintaining and repairing streets, sidewalks and driveways; spread asphalt and patch holes in street surfaces, assist with concrete work; dig trenches and ditches, clean catch basins, manholes and drainage lines.
- Build and set forms and finish concrete; patch new and old concrete work.
- Remove damaged section of pavement; fill holes with patching materials and tamp or roll patches.
- Transport crews, materials and equipment to and from job sites; oversee crews engaged in building and grounds maintenance; train subordinate workers in correct methods of performing assigned work.
- Construct, maintain and repair manholes, catch basins, curbings and retaining walls.
- Perform general grounds‑keeping and landscaping duties.
- Mow grass, edge sidewalks and curbs, weed eat, trim trees and shrubs; perform related landscaping duties.
- Perform preventive maintenance and minor repairs on various pieces of equipment; prepare and submit vehicle maintenance and maintenance expenditure reports.
- Train new employees and assigned part‑time personnel; receive and assign work assignments to assigned personnel; prepare and maintain time sheets for assigned personnel.
- Perform minor maintenance and repairs on equipment.
- Operate dump trucks, backhoe, front‑end loader, chainsaw, concrete saw, jackhammer, asphalt roller, weed eater, stump grinder, etc. in the construction, maintenance and repair of public works and utilities facilities.
- Perform related tasks as required.
- High school diploma or GED and considerable experience in public utilities and public works facilities maintenance, repair and construction, or equivalent combination of education and experience.
- Thorough knowledge of street drainage, buildings, grounds, utilities, landscape areas and related construction, maintenance and repair procedures; general knowledge of the safe use, operation and preventive maintenance of the equipment to which one is assigned; skill in the use of assigned equipment; ability to understand and follow specific oral instructions; ability to perform manual labor for extended periods, often under unfavorable weather conditions;
reading and writing proficiency; ability to supervise the work of subordinates; ability to establish and maintain effective working relationships with associates. - Possession of or ability to obtain a valid driver’s license in the state of North Carolina; requirement to possess or obtain a Class A commercial driver’s license valid in North Carolina.

This work requires the occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, using hands to finger, handle or feel and reaching with hands and arms, frequently pushing or pulling and lifting and occasionally requires speaking or hearing, climbing or balancing, stooping, kneeling, crouching or crawling and repetitive motions; work requires depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word;
